The Vendor Relationship Specialist serves as a liaison between CareOregon and the vendors contracted to provide services on behalf of CareOregon or any of its lines of business
In coordination with the CareOregon contracting departments (Procurement, Provider, and Legal Affairs), this position helps ascertain program needs, negotiates scopes of work, collaborates with contracting departments for contract development, and maintains vendor contracts for assigned department(s)
Responsibilities include building effective relationships with vendors and internal departments with attention to ongoing service needs, monitoring vendor performance, helping to ensure quality control and compliance, and recommending improved vendor and contract-related administrative processes
Acts as the primary program liaison with vendor for services
Researches, gathers, and develops program service requirements (scope of work), including any regulatory or funding requirements, for the procurement and/or contracting processes
Acts as the primary program liaison with contracting departments for the procurement and/or contracting process; provides growing program knowledge to help guide vendor agreements
Ensures vendor contract administration and services are in compliance with CareOregon policy and applicable state and federal rules and regulations; provides input for internal legal and compliance teams for compliance review and tracking
Build and maintain effective relationships with the vendors, internal teams, and external partners (e.g., vendors and/or providers) for current or future integration; closely monitor changing internal service needs and effectively communicate them to ensure needs are met
Develops periodic check-in schedule with vendors to ensure compliance with the contract; help resolve issues and escalate matters as needed to ensure the services are performed in the best interest of CareOregon
Monitors the life-cycle of a contract that includes such items as duration of the contract, staying within the authorized compensation/fee terms, reporting, and timely amendments or renewal of contracts
Reviews vendor contract invoices for completeness and accuracy in coordination with the Accounts Payable team and other departments as needed
For exempt, direct, and informal procurement levels, identifies and grows in securing proposals from potential vendors to meet and achieve program needs and goals; assesses and advises business leaders in selection
Performs routine cost/benefit financial analysis to assist with the vetting process
Identifies metrics and partners with applicable team(s) to build tools and reports to assess vendor performance; provide analyses to leadership to inform decisions-making
Develops data collection methodology and implements data tracking
Grows knowledge of trends and develops metrics in partnership with leaders to develop effective solutions, programs, and policies related to vendor management
Assists in the program budget development process for expenditure forecasting of assigned contracts
Participates in cross functional projects
