Position Summary:
The Assistant Manager helps the Program Managers to develop, implement, monitor, and evaluate the program policies, procedures, and practices. The Assistant Manager directs the daily operations of the program, and performs hiring, dismissal, discipline, and performance evaluation of the staff team. The successful candidate ensures that program mandate, principles, policies, and procedures are followed. The Assistant Manager promotes the interests of the participants and the program in the community and ensures that the program is maximally integrated and coordinated with other systems of care. The Assistant Manager replaces the Program Manager for absences such as vacation, illness, and leaves. The Assistant Manager is part of the leadership team and works closely with other managers, the RainCity operations team, and administrative staff. A key component of this employment opportunity is the proven ability to collaborate and work alongside people of various socio-economic backgrounds.

POSITION TYPE: Temporary Full-time until January 9, 2026, 1 FTE, 80 Bi-weekly Hours.
EMPLOYEE GROUP: Excluded
SALARY: $76,148.80 annually ($36.61 hourly)
TERM: Temporary until January 9, 2026, or return of incumbent
START DATE: As soon as possible
SCHEDULE: General hours are Sunday – Thursday, 11:00am – 7:00pm. Schedule must be flexible; there will be times when the Assistant Manager is required to adjust their schedule to meet with staff on evenings and overnights. It is a mandatory requirement to participate in After Hours on-call rotation.
As per Employment Standards, managers are excluded from the sections of the Act dealing with overtime entitlement.

A clear British Columbia Vulnerable Sector Criminal Record Check for working with vulnerable adults and/or children is a condition of employment with RainCity Housing. Applicants must be willing and able to receive a clearance under the Criminal Record Review Act.

Program Summary:
The Vivian is a minimal barrier housing program in Vancouver specifically designed for women living with concurrent mental illness, addiction and other challenges. The facility was developed in response to the unique needs of women and is women-only, including both residents and staff. It offers a minimal barrier, high tolerance environment and follows a harm-reduction/health promotion philosophy. The Vivian screens women in (not out) of the program based on the complexities of their needs, histories and behaviours. The program is flexible, non-judgmental and responsive to the unique challenges faced by homeless women.

QUALIFICATIONS:
A B.A. in a relevant health discipline or equivalent experience
Training in supervisory and/or managerial functions.
Four (4) years of recent related experience with people living with mental health issues, substance use and/or are at risk of being homeless.
One (1) year in a supervisory, preferably managerial, capacity, and/or an equivalent combination of education, training, and experience.
Current First Aid and CPR certification.
Class 5 driver’s license.
Required Skills, Abilities, & Knowledge:
Plan and direct a supportive housing program.
Understand, interpret, explain, and apply municipal, provincial, and federal policy, law, regulation, and court decisions governing RainCity Housing’s community housing program.
Present proposals and recommendations clearly, logically, and persuasively.
Prepare clear, concise, and comprehensive correspondence, emails, reports, studies, and other written materials.
Consult effectively with the senior leadership team to develop solutions to complex organizational and people management issues.
Exercise sound, expert independent judgment within policy guidelines.
Exercise tact and diplomacy in dealing with sensitive, complex, and confidential personnel issues and employee situations.
Influence work group processes to build commitment to program principles and goals and ensure a cohesive and collaborative staff team.
Translate theory and principles into workplace systems that ensure daily practice is aligned with theory/principles.
Knowledge of the strengths-based recovery model for people with mental illness.
Knowledge of the bio-psychosocial addictions model, including the transtheoretical model of change, harm reduction, motivational interviewing and relapse prevention and intervention strategies.
Detailed knowledge mental health diagnoses, medications, treatment, and support resources
An understanding of best practices associated with operating a supportive housing program and harm reduction practices.
Knowledge of Indigenous community and health resources.
Basic sound knowledge of relevant physical health issues (e.g. HIV and Hepatitis C), including diagnoses, treatment, and support resources.
Create and construct effective relationships with the neighbourhood to ensure the project is maximally integrated into the community.
Knowledge of the housing continuum, including market, subsidized and supported housing systems, including different program models.
Demonstrates understanding of oppression and marginalization, specifically as related to women (trans and cis), *** workers, and Indigenous people and people living with a mental health and/or substance use issues.
