Government accounting and/or government budgeting experience is required
SUBSTITUTIONS: Satisfactory completion of 30 credits towards a Master's degree in addition to a Bachelor’s degree in Accounting, Business Administration, Finance or Economics or a closely related field, may be substituted for one year of experience
Education beyond the secondary level must be from an institution recognized or accredited by the Board of Regents of the New York State Department of Education as a post-secondary, degree-granting institution

Responsibilities
Oversees the daily operation of a unit involved in accounts payable, payroll, maintenance of complex automated accounting records, preparation of financial statements and reports, cost and statistical statements, studies and forecasts;
Managing fiscal operations such as accounts payable (claims), financial reporting and controls, budget preparation, and other related activities to include federal, state, and local grants and contract management;
Ensures that County appropriations and expenditures for all grant accounts are in accordance with guidelines issued by the granting entity;
Conducts analytical reviews of variances between actual and budgeted expenditures and provides staff with information to make informed decisions concerning the programs they monitor;
Supervises subordinate accounting personnel and/or clerical support involved in the implementation of accounting and cost control procedures in an automated financial systems environment;
Provides professional and technical advice and assistance within the framework of established accounting principles, theories, concepts and practices and current regulatory requirements;
Monitors and controls the expenditure of funds to ensure cost control within allocated cost accounts; recommends the transferal of funds as needed;
Prepares schedules and financial statements required in the annual year-end closing process;
Prepares responses to audit reports and compiles supporting documentation required by regulatory authorities;
Consults with the Executive Director on human resource matters, to include time allocations for staff and compliance

Westchester County Government has an immediate opportunity for an Account III to oversee and manage all fiscal matters for our Youth Bureau which includes contract management, budgeting, claims processing and being the point of contact for all fiscal matters. The Youth Bureau, a division of the County Executive’s Office, provides financial support, monitors and supports nonprofit agencies and organizations that provide programs and services to youth. Work involves a high degree of independent judgment and advance knowledge within established policies and procedures.
