This announcement represents the selection process for an occupied, reclassified state position. This opportunity is open to classified, permanent employees of the Department of Law, Administration section and individuals on a reemployment list.

ABOUT THE POSITION
As the staff authority in Revenue Accounting, the position designs the operations followed by others in the DOL to ensure that revenue reporting flows appropriately into the State’s accounting system. This includes designing the revenue subsystems based on IRS regulations, requirements set forth by the source of the revenue, Governor’s Office of State Planning & Budgeting (OSPB) reporting needs, legislative requirements, etc. The subsystem requirements and operations are followed by the Controller and other accountants in Financial Services and data obtained via the subsystem are relied upon by the Controller, CFO/CAO, Budget Director, and Deputies for accurate reporting.
WHAT YOU WILL DO
The Staff Accountant supports the overall accounting function within the Department of Law and to serve as the Revenue Lead and staff authority for the accounting team and DOL. This includes serving as one of two accountants for federal grants, the travel accountant, and program accounting, as necessary (e.g., tobacco settlement cost share, Federal Task Force reimbursements, etc.). Staff Accountant is responsible for entering and reviewing accounting entries, performing analysis, and interpretation of accounting and other fiscal data, reviewing an approval all revenue transitions (legal services billing, license fees, court awards, etc.), and applying Generally Accepted Accounting Principles (GAAP), State fiscal rules and departmental policies. Additionally, the Staff Accountant designs Revenue subsystems to ensure they interact appropriately with the statewide system while also complying with the requirements of various Revenue sources. Advanced knowledge and expertise in accounting to address varying fiscal requirements, regulations, and specific criteria.
Specific duties include:
Revenue Accounting Lead
• Review and audit documentation for revenue records
• Ensure revenue is recognized in accordance with GAAP revenue recognition requirements
• Oversee and approve of all revenue related to the various Consumer Credit Unit (CCU) licensing programs
• Oversee and approve of court awards/settlements from Consumer Protection (CP) or other sections in the office
• Oversee over asset forfeiture revenue, include reconciling with federal systems and independently completing year-end reporting.
• Review TABOR revenue to ensure compliance with State requirements
• Review all revenue data at year-end to ensure revenue is reflected in accordance with budgetary requirements for cash and reappropriated
• Oversee the collections process for past due receivables include ensuring aging and tracking of receivables is accurate
• Oversee the ****** revenue process including application of revenue recognition criteria for year-end receivables/revenue recognition
Financial Operations
• Create accounting transactions reported in the State's accounting system. This entails ensuring all transactions are recorded in the proper accounting period, auditing documentation for completeness, ensuring the accuracy of reporting of the transactions, and ensuring and analyzing all default accounts for appropriateness.
• Process all travel reimbursements within reasonable timeframes
• Prepare journal entries for assigned transactions and ensure timely posting before closing deadlines.
• Review transactions prepared by other accounting staff, including internal and external payment documents, grant reimbursement requests, cash receipts, journal adjustments, travel and employee reimbursements, etc.
• Prepare journal entries to correct or allocate costs and revenue, as necessary.
• Work with the Department Controller to review quarterly diagnostic reports, such as abnormal balances, and resolving any problems.
• Reconcile balance sheet accounts, including but not limited to accounts receivable, deferred revenue, and accounts payable.
• Prepare applicable journal entries to record the pay date shift.
• Confirming interagency payables and recording any necessary JVs at fiscal year-end.
• Work with the Controller to successfully close and open the books for the fiscal year and complete any necessary reports and exhibits for the State Controller's Office.
• Review Treasury reports for unclaimed deposits and recording cash receipts when necessary.
• Reconcile prepaids, accounts payable, and accounts receivable at the beginning of each fiscal year and preparing journal entries, as appropriate.
• Ensure year-end and year-start tasks are completed within established deadlines.
• Ensure all grant deadlines (e.g., reporting, cash draws, close-out, exhibits, etc.) are completed by federally and State required deadlines
• Prepare entries for program accounting efforts, as necessary (e.g., asset forfeitures, task force expenditures, restitution, etc.)
Grant Accounting
• Sett up budgets and program coding for each new grant/grant cycle.
• Review, understand, and maintain an up-to-date working knowledge of all grant requirements to ensure compliance.
• Review grant transactions to ensure funding splits are accurate and preparing corrections when necessary.
• Provide program managers with information to monitor grant budgets and/or expenditures to facilitate grant application requests and or line item amendments, as necessary.
• Process all financial transactions in accordance with grant-specific deadlines.
• In coordination with program staff, submitting grant modification requests as needed.
• Identify and discuss deviations from appropriate use of grant funds with Accounting Supervisor or Controller and preparing corrections when necessary.
• Ensure grant-specific Federal and State reporting deadlines are met.
• Timely drawing of federal funds in compliance with established deadlines.
• Manage individual workflow to ensure that all grant transactions are processed accurately and in a timely manner.
• Maintain grant files/records in accordance with federal and State retention requirements.
• Prepare and timely submission of the required State reporting exhibits.
• Develop job aids and desk procedures specific to the grant programs.
• Proving grant information (e.g., reporting, supporting documentation, etc.) during State and Federal grant-related audits.
Program Accounting
• Support programmatic efforts by collaboration with DOL employees to accomplish business needs such as restitution, federal MOUs, etc.
• Develop procedures and best practices for ensuring timely and accurate accounting support of programmatic efforts.
• Develop tracking mechanisms to ensure completeness and accuracy as well as to provide necessary status updates or reports for program staff.
• Develop job aids for program staff.
• Recommend and provide other Financial Services processes required to support programmatic efforts.
Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act.Qualified applicants must be classified, permanent employees of the Department of Law, Administration section.
WHAT WE ARE LOOKING FOR
Minimum Qualifications: Please document all relevant experience in detail on your application. Experience will not be inferred or assumed. Any part-time experience listed will be prorated.
• Eight (8) years of experience with revenue accounting
OR
• A combination of education which included 27 semester hours of accounting or auditing coursework AND experience with revenue accounting equaling a total of 8 years
OR
• Two years of professional accounting which must have included revenue accounting and valid licensure as a CPA by the Colorado Board of Accountancy
OR
• Two years of professional accounting which must have included revenue accounting and an advanced degree (Masters or Doctorate) in Accounting.
