POSITION SUMMARY:The District Accountants responsibilities include managing the chart of accounts, overseeing electronic cash receipting and maintaining the districts general ledger. This position coordinates the work of others and/or directly performs complex and accurate fiscal and budget analysis, reconciliations, and postings. This includes responsibility for reviewing accounting records and project expenditures for compliance with Federal and State laws and regulations. The District Accountant is the liaison between the district office, building staff and administrative departments to ensure proper recording of financial transactions.ESSENTIAL FUNCTIONS:
Performs the reconciliation of all school district funds with the County Treasurer and bank statements; prepares and / or coordinates reports and analysis as needed.
Assists in overseeing the districts chart of accounts. Provide guidance concerning maintenance of the account code structure to maintain system integrity. Analyze coding errors and implement any necessary changes. Maintain the general ledger.
Ensures compliance for the acceptance of donations and gifts and expenditures are made in accordance with the purposes and requests of the donor, when appropriate and legal. Establishes budget for gifts/grants and monitors gift expenditures. Prepares gift agendas for board approval and monthly invoices for grants and monitors accounts and expenditures per MOUs and LOAs.
Analyzes a variety of financial information (e.g. revenues, expenditures, cash management, cost projections, etc.) for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget.
Improves efficiency of processes utilized to gather and report financial information, which includes assisting in the development and implementation of financial systems
Develops and conducts training for staff members with budgetary responsibility regarding procedures, analysis and reconciliation. Observe procedures in connection with budget and expenditure reporting and ensure that accounting practice follows applicable school district and state rules, regulations and laws; coordinate changes as necessary while providing technical assistance on related software.
Oversees the training of building and department staff in the receipt of money, appropriate coding and transmittal processes. Also serves as the contact person with other departments and school sites on the status of their accounts and developing specialized formats for reports to accommodate department managers and principals.
Responds to a wide variety of inquiries of staff, district personnel, other professional organizations, etc. (e.g. accounting guidelines, expenditure status, grant guidelines, etc.) for the purpose of resolving problems, researching financial topics, providing information and/or referring to appropriate personnel.
Facilitates meetings (e.g. financial procedures, regulatory requirements, interdepartmental needs, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
Documents and maintains complete and accurate supporting information for all financial transactions as well as processing financial transactions on a timely basis.
Prepares a wide variety of materials for the purpose of documenting activities and issues, meeting compliance requirements, and/or providing supporting materials for requested actions
Direct, process and approve correcting journal entries including monthly budget revisions for resale accounts while maintaining adequate supporting documentation.
Maintains a variety of manual and electronic fiscal information, files and records for the purpose of providing an up to-date reference and audit trail.
Possess knowledge of and adhere to District Regulations and Procedures.
Analyzes data for evidence of deficiencies in controls, duplication of effort or lack of compliance. Researches and recommends internal control strategies and best practices to follow applicable Federal and State laws, and District Regulations.
Effectively communicates compliance deficiencies to staff and drafting comprehensive reports when needed.
Maintains confidentiality of staff compliance with finance matters under the direction of the Director of Finance
Participate in and lead special projects as assigned and perform related duties and key responsibilities consistent with the scope and intent of the position.
QUALIFICATIONS:EDUCATION: Bachelors degree in accounting, business or similar subject preferred.EXPERIENCE: At least three (3) years of experience in a large and complex organization and one (1) year in a supervisory capacity preferred. Thorough knowledge of state and federal laws relating to purchasing and accounting requirements. Knowledge of accounting and auditing principles & practices, including GAAP and OCBOA. Strong leadership skills and experience along with a high level of proficiency in data processing relating to purchasing and accounting systems. Further, the individual will possess the:
