Core Responsibilities:
The DHHS Financial Service Center is seeking an Accounts Payable Specialist I (Accounting Assistant Technician). In this position, you will:
Conduct quality reviews of invoices, reimbursement vouchers, and travel requests to ensure payments are accurate, timely, and compliant with federal, state, and department guidelines.
Review, reconcile, and validate documentation required for invoice and payment processing, ensuring adherence to established procedures and accounting standards.
Utilize Excel and other software tools to review transactions, analyze financial data, and determine proper payment processes.
Collaborate with team members to resolve issues, streamline processes, and contribute to the department’s overall goals and mission.
Support teamwork and customer service by assisting colleagues with daily tasks, including travel reimbursements and payment processing, to ensure accuracy and efficiency.

Minimum Qualifications:
Education, training, and/or experience in accounting or another closely related field demonstrating competency in reviewing and maintaining records and applying basic accounting principles.
Only post-secondary degrees from a college or University whose accreditation has been granted by a nationally recognized accreditation agency recognized by the U.S. Secretary of Education will satisfy educational requirements. Information can be obtained at http://www.ope.ed.gov/accreditation/ . Foreign degrees must be evaluated by for authentication and U.S. equivalency at the applicant's expense.
The backgrounds of well-qualified candidates will demonstrate the following competencies:
• Possess good critical thinking skills, be flexible and adaptable to a fast-paced environment
• Basic understanding of accounting practices and internal controls.
• Prior experience and/ or education which demonstrates knowledge of GAAP/ GASB, analyzing accounting data, and accounting reconciliations.

The Service Center provides budget and fiscal analysis for many complex areas within DHHS including TANF (i.e. Temporary Assistance for Needy Families) and MaineCare (formerly Medicaid). The Service Center works collaboratively with senior leadership at State agencies, providing consultative financial and accounting services. Areas of fiscal expertise include compliance with State and Federal laws and regulations, statewide budgetary policy, budget development and monitoring, application of generally accepted accounting and financial practices, grant management, financial analysis, cash management, accounting and financial processing, and legislative support.
