Randstad is supporting a Direct Hire search for a company located in Fremont, CA. This organization is growing due to investment from their international parent company. This position is a new role!
• TITLE: Human Resources Manager
• PAY: $120,000 - $160,000
• LOCATION: 100% onsite in Fremont
• REQUIREMENT: Fluent in Mandarin and/or Cantonese. Manufacturing industry experience.

Responsibilities
• Strategic Business Partnering: Collaborate with business leaders to understand needs, identify challenges, and propose HR solutions to drive business development and operational efficiency.
• Talent Management: Coordinate HR functions (recruitment, training, compensation, employee relations) to enhance talent management quality, including planning and implementing talent development and retention programs.
• Performance & Employee Relations: Guide managers on performance management and effectively resolve employee complaints, disciplinary issues, and disputes, ensuring fair and legal outcomes.
• Compliance & Risk Management: Ensure strict adherence to all California and federal labor laws, including wage & hour, leave policies (CFRA, FMLA, etc.), anti-discrimination (FEHA), termination (WARN Act), and workplace safety (Cal/OSHA). Proactively update policies to reflect legal changes.
