The Department of Military and Veterans Affairs (DMVA), Division of Army National Guard Facilities is recruiting for a Building Maintenance Specialist!
This position is in the General Government (GGU) bargaining unit at a range 19.

What You Will Be Doing:
We are looking for a team member who can work independently with very little supervision and understands building design and construction processes along with standard procurement processes. As part of our team, you will perform contracting and project management tasks for State of Alaska and Federal Government facilities. As a Building Management Specialist you will be responsible for evaluating field conditions, making recommendations and courses of action, preparing cost estimates, requesting funding, preparing bid documents, writing scopes of work and authorizing contract awards.

The Working Environment You Can Expect:
In addition to the minimum qualifications, the ideal candidate will possess the following competencies:
• Contracting/Procurement: Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
• Cost Estimation and Analysis: Knowledge of the principles, practices, and methods used to determine, estimate, and analyze costs, including determining life cycle costs, application of cost models, and evaluation of cost realism.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check will include fingerprinting. Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:
• Building and Construction: Knowledge of materials, methods, and the tools to construct objects, structures, and buildings.
• Facilities: Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support activities.
• Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
• Safety Engineering: Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes.

Education or training in engineering, architecture, business administration, or a closely related field and/or progressively responsible experience in facilities construction, operation, maintenance or repair; building management, structural engineering, architecture, or licensed general contracting.

Professional experience may include work as an Engineering Assistant 1 with the State of Alaska or the equivalent with another employer.

Special Note:

“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation. This includes ensuring the PD is in OPD and within recency standards for recruitment.

“Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.

“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
