The Business Case Approvals Lead will play a critical assurance role, supporting the development and ongoing management of a robust end to end process/framework, to manage all business cases in the new Estates Directorate operating model.

This is a specialist role that will be the point of contact and subject matter expert for managing the completion and approval of business cases, on behalf of Estates and its supplier partners, whilst ensuring compliance with all related policies, processes and guidelines.

Key accountabilities

Leadership and proactive development of effective stakeholder engagement and ensuring DWP is part of business case related networks across Government.
Coordinate and expedite all Estates related applications and business cases, supporting key internal stakeholders / external parties with guidance to achieve sign off, with ongoing control of efficient and effective practice.
Partner with senior Portfolio Strategy leaders to identify and assess the impact of proposed business changes or strategic planning on the estate, identifying where business cases will be required and ensuring that they are developed accordingly.
Develop, implement, maintain and review a robust and comprehensive process/ framework for the end to end creation and management of business cases required for all aspects of Estates Directorate spend.
Be the subject matter expert and primary stakeholder contact for all requirements relating to business cases and business case approvals, for and on behalf of the Estates directorate, ensuring plans and activities reflect wider strategic priorities.
Ensure that you are fully up to date and aware of all product, compliance and submission requirements for business cases, to various levels and across various departments to provide clear guidance and expertise for Estates requirements.
Gather key information to support business change, assess and provide challenge to support decision making.
Manage and maintain the assurance framework for all business case related documentation.
Support the wider Team with all its activities and deputise for the Head of Governance and Control when required.

Essential Skills, Knowledge & Experience

Strong demonstrable experience of developing and reviewing business cases, supporting governance forums/frameworks/compliance processes within a Governance and/or FM services arena
Influential and able to lead key senior stakeholders towards strategic or tactical solutions which give a balance of value for money, whilst delivering on business and portfolio strategy
Strong commercial experience and knowledge of finance practices gained within the Property/FM division of a complex, matrix organisation
Able to operate with gravitas and be the subject matter expert for their field
An analytical mind with the ability to take a broad overview of various options to come to a sensible, timeous and value for money conclusion
Excellent communicator with experience of presenting to a diverse range of audiences, ranging from leaders to frontline colleagues

Hybrid Working

This job role is suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

STAGE 1 - APPLICATION & SIFT

As part of the application process you will be asked to provide a Personal Statement of no more than 1000 words against the essential criteria as outlined above. You will also be asked to provide a short CV.

Your CV should be fairly short and just evidence very brief details of your work history and Qualifications. (It will not be scored)

Please do not submit a speculative application where you do not meet at least 50% of the essential criteria as these applications will be unsuccessful. Do not include Behaviour examples within your application as these will not be assessed in the sift and will only be used at interview stage.

There will be an initial sift of applications based on the Personal Statement only, so please ensure you evidence how you meet the Essential Skills, Knowledge & Experience requirement contained in the vacancy in this section. This will form a short list for interview.

STAGE 2 - INTERVIEW

All candidates who are successful at the sift stage will undertake a single virtual video interview.

The interview will follow a blended approach which will help us assess candidates Behaviours and Strengths.

You will also be asked an additional question to validate your knowledge which will be measured against the essential criteria as specified in the vacancy.

Currently the sift is scheduled to take place w/c 14th July 2025 and interview dates w/c 28th July 2025 . Interviews are scheduled to take place virtually and dates are subject to change.
