Main Purpose and Function

The Project Coordinator assists with the development and delivery of the Capital Replacement Program and other construction projects, by involvement in the planning, development, and implementation of projects related to a wide variety of existing Park Board buildings and structures requiring building envelope and/or structural upgrades, addition of new amenities, and major infrastructure repairs or replacement.

Specific Duties/Responsibilities
Assists with the development of the Community Centre Association (CCA) and Park Board Capital project planning by conducting detailed building condition audits and validating projects.
Liaises with other Parks departments to define the project and builds a project schedule and budget which is reviewed by the Supervisor and involved facility Managers and shared with the service group. Provides regular updates on project schedule and budget to Manager and service group.
Coordinates the preparation of Request for Proposals and tenders, including preparing the scope, schedule and requirements in order to meet project objectives and requirements.
Oversees the consultants’ preparation of drawings, specifications, contract documents during project definition phase for the repair, improvement, modification, and alteration of civil buildings and/or infrastructure. Engages stakeholders for design reviews and inputs. Reviews consultants’ drawings, specifications and contract documents to ensure conformance to project objectives and requirements.
Liaises with Parks departments, consultants and contractors during construction to manage construction activities.
Coordinates and manages the project and acts as a liaison between contractor, consultant, and civic departments to ensure desired results.
Authorizes changes, additions or deletions as required on approved projects including recommending approval of payments, and coordinating handover and commissioning activities.
Performs periodic inspections on completion of work for compliance with contract documents and deliverables
Examines and checks plans in the preliminary and working drawing stages for suitability of layout, accuracy, economy and by-law conformity.
Represents civic departments in negotiating problems with contractors and consultants.
Tracks, updates and maintains formal records regarding the project during and after the project completion including coordinating handover and commissioning activities
Writes detailed reports on assignments as required.
Ensures for the provision of adequate supervision on the project.
Performs related work as required.

Minimum Qualification Requirements

Education and Experience:

Graduation from a diploma program. Diploma in Architectural and Building Technology, Construction Management, Civil or equivalent specialization from an accredited Technical School considerable experience at a sub-professional level preparing designs drawings, cost estimates and specifications, and providing construction project management or project coordination related to building envelope projects; OR an equivalent combination of training and experience related to building envelope projects, OR an equivalent combination of training and experience.
Formal training in project management methodologies, preferably consistent with those provided by Project Management Institute (PMI)

Knowledge, Skills and Abilities:

Thorough knowledge of project lifecycle, project management methodologies and project delivery processes applicable to the work performed.
Considerable knowledge of the principals of building systems design and operations, and considerable knowledge of architectural and engineering practices applicable to the work performed.
Thorough knowledge of Vancouver Building By-laws, ASHRAE +0.1 Energy Standard for Buildings Except Low-Rise Residential Buildings, WorkSafe BC, OHSA and Technical Safety BC governing the design, construction, repair, improvement, modification and alteration of buildings.
Thorough knowledge of the construction principles, methods, sequence, practices, materials and costs applicable to the work performed.
Working knowledge of the City of Vancouver’s building permit process and Provincial Regulations’ permit process.
Considerable knowledge of public procurement procedures and contract administration.
Working knowledge of safety and environmental hazards associated with the work.
Working knowledge of MS Office (Outlook, Word, Excel and Project), Adobe Acrobat, BlueBeam, SAP and AutoCAD.
Working knowledge of City of Vancouver’s environmental, risk management, safety and sustainability policies.
Strong organizational skills.
Ability to prepare technical drawings and specifications for work related to various building trades.
Ability to read, analyze, assess and interpret technical drawings, specifications, contracts and other construction/ design documents for suitability of layout, accuracy, economy and by-law conformity.
Ability to deal effectively and tactfully while maintaining cooperative working relationships with other civic departments, contractors, architects and consulting engineers.
Strong conflict resolution skills when interacting with key stakeholders (internal/ external) and the public. Strong interpersonal skills to deal effectively and cooperatively with others.
Ability to prepare cost estimates and project schedule.
Ability to communicate clearly and concisely verbally and in writing.
Ability to chair meetings with stakeholders (internal/ external).
Ability to exercise sound judgement and decision-making.
Ability to multitask and to be adaptive and flexible in a fast-paced and changing environment while delivering high quality and timely results under tight deadlines.
Ability to work safely on construction sites including climbing up to the roof.

Required Licenses, Certificates and Registrations:

Class 5 Driver’s License for the Province of British Columbia

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
