ABOUT THE OPPORTUNITY

The Public Health Agency of Canada (PHAC) is searching for a seasoned and dynamic leader to join our senior management ranks as the next Chief Audit and Evaluation Executive.

The Office of Audit and Evaluation (OAE) is a shared service provided under the Shared Services Partnership. The mandate of the OAE is to provide independent and objective advice and assurance to the President of PHAC and the Deputy Minister of Health Canada (HC), on the effectiveness of risk management, controls and governance processes.

As the Chief Audit and Evaluation Executive, you will play a critical role in the management and oversight of PHAC and HC by:
Anticipating, assessing and advising on a range of emerging risks of an operational and strategic nature that are faced by the department or agency and the Government of Canada as a whole;
Planning and directing a range of oversight and assessment activities that respond to these risks and opportunities and providing management with the right information at the right time to support strategic decision making and continuous improvement;
Managing a diverse, service-oriented and multi-disciplinary team that provides value-added solutions to a range of clients.
Reporting directly to the most senior public servant in an organization and contributing, through counsel and the provision of a suite of tailored services, to enhance management practices that underpin departmental success and results;
Working collaboratively with Departmental Audit Committees and the Office of the Comptroller General to build and sustain an innovative, high-performing internal audit function capable of providing fearless advice and challenge to the Senior Executive Committee, in support of good governance.

The immediate intent of this appointment process will be used to staff the vacant Chief Audit and Evaluation Executive position within the Office of Audit and Evaluation, located in OTTAWA, ONTARIO.

Education:
Graduation with a degree from a recognized post-secondary institution

Degree equivalency

Experience:
1) Significant experience at the senior executive level (or equivalent level in the private sector) in providing strategic advice and recommendations to high-ranking officials (Deputy Minister/President, or equivalent executive in the private sector) on complex issues.
2) Significant experience in the development and implementation of strategic plans for internal audit, evaluation of policies and procedures or program management reviews in a complex environment.
3) Significant experience in establishing and maintaining relationships with key stakeholders.
4) Significant experience in managing human and financial resources.

"Significant" is defined as the scope, depth and breadth of experience normally associated with having performed a broad range of various, complex related activities which would have been acquired at a senior executive level over an extended period of time. Factors such as WHERE and WHEN this experience was acquired and in WHAT capacity will be assessed.

"Complex" would include two or more of the following characteristics: high profile (e.g. public or media attention), multi-stakeholder, multi-jurisdictional (e.g. federal-provincial/territorial), third party interests, international in scope; requiring multiple consultations; high impact, or other factors that the candidate can demonstrate constitute complex.

"Management of human resources": Applicants must clearly demonstrate they have recruited and supervised staff, assigned work, managed and assessed performance and developed staffing plans at the executive level. Applicants must indicate the number of staff they have supervised.

"Management of financial resources": Applicants must show evidence of managing and being accountable for a budget at the executive level. This experience is defined as being responsible for sound financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.
