More Specifically, He/she Is Expected To

Reporting to the India Country Office Representative and having a matrix management reporting line to the Regional Chief of Human Resources, the Chief Human Resources Services advises the Representative and Country Management Team, and works closely with the Deputy Representative Operations as well as Chief Field Services on strategic human resource planning and management. He/she directs and manages a wide range of strategic human resource services (recruitment, compensation, staff administration, recruitment, career management, employee relations, training and staff development) at the Country Office. He/she ensures an effective workforce of an average 460 staff members in order to achieve the Country Office’s strategic goals and objectives. He/she advises, contributes, and plans in building a modern, agile, and diverse workforce that is fit for an evolving landscape embedded in UNICEF core values. He/she contributes to the continued motivation and professional development for staff, enhanced staff well-being and mental health, and conductive office culture and working environment.
• Lead a team of human resources professionals and promote management excellence in the office by ensuring accountability in all areas of HR and by demonstrating a high level of skills in the management of staff resources including staff selection based on merit and the needs of the organization, staff aspiration and counselling, systematic and equitable performance management, and staff development and learning activities.
• Advise and liaise with the senior management of the Country Office and with the Regional Advisor to implement the HR global strategy as well as lead strategic human resources forecasting for his/her clients including identifying future human resource requirements in terms of numbers, types and levels of staff, and identifying emerging trends in profile requirements in line with the Country Programme.
• Lead the design of optimal organizational, staffing structures and levels, and, in consultation with senior management develops standards and benchmarks staffing norms.
• Provide expert advice to senior management on a range of human resources management questions and have the authority to negotiate solutions on sensitive or complex HR problems with client managers and staff representatives.
• Build and strengthen relationships with inter-agency bodies on matters of importance for UNICEF and present UNICEF’s policy position on HR issues.
• Create a culture within the HR team to work with clients to help fulfill their goals through advising on how to attract, retain and motivate staff of the highest caliber.
• Promote the organizational goals and targets for gender equity and cultural diversity.
• In coordination with the Staff Counsellor, Well-being Champions and PSVs, and the Joint Consultative Committee, design and implement a holistic Staff Well-being Framework. Lead associated change management and transformation initiatives.
• In close coordination with senior management, Regional Advisor, Staff Association, formulate strategic staff learning and development plans to ensure relevant human resources skills and competencies that meet the Country Office’s current and future needs.
• Spearhead the development of data collection systems to optimize data quality and reporting.

Education

An Advanced University Degree in human resource management, business management, international relations, psychology or another related field is required.

Experience And Other Qualifications
• A minimum of ten years of increasingly responsible professional experience in human resource management in an international organization and/or large corporation is required
• Strong commitment to UNICEF mandate and India Country Office strategic direction.
• Demonstrated flexibility and agility to achieve organizational objectives.
• Skills to empower others to translate vision into results.
• Ability to deliver innovative HR programs within a fast paced, evolving, and wide organizational setting.
• Good understanding about UN/UNICEF HR policies, rules and regulations is an asset.
• Desirable qualities: solution-oriented, client-focused, adaptable and resilient.

Language Requirements

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

• This position is open to Non-Indian Nationals only.
• Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.
• The selected applicants will have an initial two (2) year fixed-term contract, with the possibility of extension subject to satisfactory performance.
