The Position

Compliance/Audit Investigators perform investigative and auditing functions to monitor compliance and detect violations of federal and/or State laws or regulations pertaining to a specific program or regulatory area such as securities, Medicaid, mortgage lending, or workers' compensation. Investigators allocated to this series do not require P.O.S.T. certification.

Incumbents perform in a trainee capacity and acquire the knowledge, skills and abilities required in this occupation.

This is an underfill for a Compliance/Audit Investigator 2. This position will be located in the Contract Compliance section of the Administrative Services Division; the incumbent will be responsible for performing investigative and auditing functions to monitor compliance and detect violations of Federal and/or State regulations. The Contract Compliance section ensures uniform compliance with Federal and State regulations for NDOT construction projects regarding Equal Employment Opportunity; Disadvantage Business Enterprise and Small Business Enterprise; On-the-Job Training; Prevailing Wage Reporting and Labor Compliance. Duties include analyzing, and completing certified payroll review within department establish timeframes. Processes contractor requests; responds to inquiries; and completes documentation/system entry within department established timeframes. Prepares for, attends, and represents the Department at pre-construction meetings. Receives and reviews formal complaints and understands, applies and recommends determinations regarding possible program violations. To Qualify:

In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business or public administration, business management, accounting, or related field; OR graduation from high school or equivalent education and two years of experience in an auditing or program-related position equivalent to an Administrative Assistant III or Accounting Assistant III in Nevada State service which required the application of state and/or federal laws, policy and procedures; reviewing documents prepared by others for program compliance determinations; preparing reports which summarize financial and statistical information; or maintaining financial records related to revenues and expenses, grants, budgets, purchases, and/or accounts; OR an equivalent combination of education and experience. Special Requirements A valid driver's license is required at the time of appointment and as a condition of continuing employment. The Position

Contra Costa County Behavioral Health Services seeks a board-eligible/certified Child & Adolescent Psychiatrist to serve in one of our regional behavioral health clinics - San Pablo, Concord, and Antioch. The position is part-time to full-time.

Annually Salary: $283,482.72 - $322,139.40

Employee salary or Independent Contractor rate of $211.20 per hour

We offer the choice of two compensation pathways. The first is as a County Employee. This pathway offers a competitive salary and benefits package, which includes vacation, sick leave, County-funded malpractice insurance, retirement plan, health benefits and reimbursement of professional expenses.

The second compensation pathway is an Independent Contractor. This includes an hourly rate (see above) and County-funded malpractice insurance; it does not include the other benefits outlined above. Contra Costa County’s BHS offers an opportunity to work with a diverse patient group with severe mental illness and participate in a team model. We value cultural humility and practice in an integrated manner with our medical provider colleagues and our other clinical staff, including those in substance use, housing, and case management.

Duties of the position include:
• Conducting psychiatric assessments (120 minutes) and follow-up visits (60 minutes)
• Making diagnoses and developing comprehensive case histories
• Creating treatment plans and prescribing medications
• Coordinating with consulting medical specialists
• Acting as physician member of a multi-disciplinary team
• Conferring with the relatives and loved ones of patients
• Maintaining electronic records according to the standards of BHS and other regulatory agencies
Certification and licensure:
• Board Certification or completion of an accredited psychiatric residency program
• License to practice medicine or osteopathy in the State of California

The appropriate candidate should have knowledge of:
• Current developments, trends and research in the field of psychiatry, medicine and addiction
• Community mental health practice and program options
• Psychopharmacology, including laws regarding informed consent, dosage ranges, drug incompatibilities and side effects
• General medicine and its relationship to psychiatry
• Substance use disorders and their relationship to psychiatry
• Psychiatric principles and practices
• Treatment approaches and differential diagnosis of the mentally ill
• HIPAA regulations
• Medical ethics as they relate to patient care
The appropriate candidate should have the skills to:
• Diagnose and treat patients.
• Develop and monitor appropriate treatment plans.
• Establish and maintain effective working relationships with other staff, patients and patient families.
• Learn and apply laws and regulations governing California health service providers.
• Maintain medical records adhering to the stands of BHS and regulatory agencies.
