Duties
A Civil Aviation Safety Inspector, Flight Operations at Transport Canada is responsible for ensuring the safe and compliant operation of air carriers, flight training units, airports, and heliports. Duties include, but are not limited to: inspection and surveillance activities to ensure compliance with the Canadian Aviation Regulations; review and approval of company manuals; oversight of Approved Check Pilots; pilot flight testing, review and approval of obstacles to air navigation; airspace reviews; and air operator/flight training unit certification. Flight Operations Inspectors work closely with stakeholders to ensure the safety of aviation operations within Pacific Region.

Intent of the process
The immediate intent of the process is to staff one (1) AO-CAI-03 position in Prince George.

A pool of partially and/or fully qualified candidates may be created to staff similar or identical positions in Prince George on a permanent or temporary basis.

A secondary school diploma (high school) OR an acceptable combination of education, training and/or experience.

OCCUPATIONAL CERTIFICATION

Possession of a valid Aviation Document Booklet.
Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).

Possession of at least one of the following:
Canadian Airline Transport Pilot Licence - Aeroplane Category with a Group 1 Instrument Rating that meets all applicable currency requirements, including a valid category 1 medical, to be able to exercise the privileges of the licence.
Canadian Airline Transport Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements, including a valid category 1 medical, to be able to exercise the privileges of the licence.
Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements, including a valid category 1 medical, to be able to exercise the privileges of the licence.

MINIMUM FLIGHT TIME:

Total of 2,500 hours flight time, which includes 1,000 hours as pilot-in-command of which 500 hours is in multi-engine aeroplanes OR Total of 2,500 hours flight time, which includes 1,000 hours as pilot-in-command of which 500 hours is in medium or heavy category helicopters.

EXPERIENCE:

Recent* and significant** experience as a pilot with a commercial Air Operator (Canadian Aviation Regulations Part 7 Operator or foreign equivalent), Canadian Private Operator (Canadian Aviation Regulations 604), Canadian Flight Training Unit or in the Canadian Military.

Recent is defined as within the last 7 years.
** Significant is defined as a minimum of three (3) years of experience.

ASSET EDUCATION:

Degree from a recognized post-secondary institution.
Post-secondary education in an aviation or related program to the position.

ASSET EXPERIENCE:

Experience in flight training, such as holding a class 1 flight instructor rating (aeroplane or helicopter), experience as a training pilot, experience as a Class 1 aerobatics, experience working at flight training unit or experience conducting training lessons.
Experience in an air operator leadership position (e.g. Chief Pilot, Operations Manager, Standards Manager, Regulatory Affairs Manager).
Holds or has held a Transport Canada, Canadian military, or foreign equivalent, delegation such as Pilot Examiner (PE) or Approved Check Pilot (ACP).
Conditions of employment
Secret security clearance

Willing and able to travel to regional, national (generally annually) and international destinations (rarely).
Willing and able to travel via all modes of transportation to remote and/or isolated locations.
Willing and able to work in an environment with potential hazards (i.e. noise, fumes, hazards) while equipped with appropriate protective equipment.
Willing and able to occasionally work overtime outside core business hours (evenings or weekend), generally planned in advance at mutually acceptable times.
Possession of a valid motor vehicle driver’s license.
Must possess a valid Passport for international travel.
Must hold and maintain a Canadian Airline Transport Pilot Licence that meets all applicable currency requirements to be able to exercise the privileges of the licence or a Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence, as applicable.

In assessing candidates, assessment boards may use a variety of tools and methods including, but not limited to, reviews of past performance and accomplishments, written tests, interviews, PSC tests and reference checks. Assessments may be conducted through a third-party's online platform. In addition, all information obtained throughout the selection process, from the time of application to close of process, may be used to evaluate the candidates.

Assessments may be conducted virtually.

Random selection may be used.

A top-down screening approach may be undertaken. Only the top ranking candidates may be invited to the assessment phase of the process.
