Position Summary

The ASC Clinical Manager supervises and directs all nursing care according to the policies, procedures, philosophy and goals of the surgery center. This includes accountability for the nursing care provided in Admitting, Pre-Op, PACU, Operating Rooms, and Central Processing. The ASC Clinical Manager provides and controls materials, supplies, and equipment needed for successful operation of the Center. The ASC Clinical Manager works closely with the medical staff in provision of services. The ASC Clinical Manager analyzes and evaluates nursing service to continually improve upon the service to patients, families, physicians and staff members.

Essential Duties
• Provides effective supervision to nursing staff. Coordinates and delegates nursing activities throughout the surgery center.
• Allocates time: 80% clinical 20% administrative
• Makes effective recommendations as to the hire, transfer, corrective action needed, and termination of teammates in areas of responsibility. Carries out those actions at the direction of the Regional Vice President. Maintains nursing employee records, including timely completion of annual performance reviews.
• Assumes overall responsibility for scheduling of nursing staff in accordance with established staffing guidelines for each area. Coordinates nurse staffing with the OR schedule to ensure proper coordination of patient care services and economic efficiency. Monitors hours per case.
• Meets regularly with nursing staff. Maintains minutes of scheduled meetings and informs Regional President of agenda items.
• Coordinates equipment/system maintenance with appropriate departments/staff, i.e., Maintenance, contracted suppliers, Purchasing, and Biomedical Engineering.
• Directs and delegates control of inventories, in coordination with purchasing to assure appropriate levels of supplies are maintained. Oversees inventory process.
• Supervises care and cleanliness of equipment and supplies (including Sterile Processing) to assure proper working conditions and safety.
• Participates in Quality Improvement planning and implementation, serving as a member of Quality/Patient Safety Committee.
• Observes staff in daily duties noting trends and addressing potential quality issues with individual staff members.
• Compiles and submits monthly statistics to Senior Director Clinical Services in a timely manner.
• Develops, implements, and administers policies and procedures in partnership with Senior Director Clinical Services and VP of Operations. Ensures proper documentation, communication, and understanding with staff.
• Submits new clinical policies and procedures to Senior Director Clinical Services for review.
• Performs annual review and update of existing clinical policies and procedures related to areas of responsibility.
• Assures compliance with all applicable legal, regulatory, and accreditation standards.
• Assures implementation of applicable Ethics and Compliance policies and procedures.
• Actions are always consistent with Code of Conduct.
• Oversees educational activities related to nursing care delivery.
• Identifies educational needs of staff and arranges necessary educational experiences in consultation with the Senior Director of Clinical Services.
• Encourages staff in self-development and education.
• Coordinates educational activities with Quality/Patient Safety Committee findings.
• Assures adequate orientation of new teammates. Monitors completion of all related documentation.
• Establishes and maintains system of competency documentation for areas of responsibility.
• Assists VP of Operations in development of annual budget and business plan. Monitors performance on a monthly basis.
• Completes patient charts and narcotic records.
• Establishes, monitors and evaluates a safe, therapeutic environment for patients and health care providers.
• Adheres to department and surgery center policies regarding charging for supplies, equipment usage and maintenance, and disposal of supplies/equipment.
• Assures that patients receive an optimal level of nursing care based on current standards of nursing practice and quality improvement initiatives. Maintains appropriate documentation and submits reports as necessary.
• Facilitates Best Practice activities as directed by VP of Operations. Serves as a resource person in Best Practices.
• Attends staff meetings regularly. Reads and signs minutes of meetings not attended.
• Assumes other duties as assigned by Regional President.

Minimum Qualifications (Knowledge, Skills and Abilities)

Education/Certification/Licensure:
• Graduate of accredited Nursing school
• Minimum three (3) years demonstrated progressive responsibility in administration/management and surgical nursing skills. Minimum one (1) year in OR setting.
• Current State RN License.
• Current BLS certification.
• Current ACLS certification obtained within 6 months of employment.

Other Requirements:
• Strong computer skills including MS Office, email and time management software.
• Must be able to demonstrate understanding of national patient safety initiatives by strict compliance to all safety protocols and procedures as required by the surgery center.
• Understands and effectively implements Best Practices, Risk Management, and Quality Improvement Programs.
• Supports and adheres to the company Code of Conduct, related Ethics and Compliance policies, and HIPAA requirements.
• Attends safety training sessions, including but not limited to, laser training (as applicable to facility). Complies with policies governing the reporting of incidents.
