The Consultant will be responsible for planning, implementing, and evaluating capacity, access, and flow activities within the Central Region. This role involves working collaboratively with internal and external partners to enhance the broader health system's function and operations, with a specific focus on Emergency Departments.
Here is what you will be doing:
Health System Planning, Quality Improvement, and Change Management:
Lead the development and achievement of regional initiatives that support new models of care and improve access to and quality of clinical programs, particularly in Emergency Departments.
Facilitate planning, coordination, and system improvement for Emergency Departments in alignment with provincial priorities and regional needs.
Lead change management activities in partnership with health service providers.
Analyze and interpret robust data sets to understand service gaps, risks, and challenges, and engage appropriate partners to design and implement solutions.
Leverage system knowledge and relationships to support innovative partnerships and programs, enabling strong clinical change management, quality improvement, and access to care.
Develop and Lead Stakeholder Relationships:
Lead engagement and facilitation activities with senior-level health service provider staff, physicians, patients/caregivers, and Ministry staff to ensure policies and strategies are co-designed with service users and aligned with partners' objectives.
Act as a key representative at regional and provincial tables to inform coordination and planning, development and implementation of best practices, and recommend changes to existing programs.
Provide advice and input from the planning perspective to the development of health-care system plans and manage project plans and budget allocation for planning and integration activities.
Employ political acuity, negotiation, and persuasion to enable and strengthen strategic collaborations that advance each partner's interests and objectives.
Work collaboratively with internal team members in the Central Region and across Ontario Health to ensure alignment across the organization and integrate efforts in support of shared goals.
Performance Management:
Ensure appropriate mechanisms are in place for the optimal delivery of initiatives, including best practices guidelines and tools for effective project management and execution.
Monitor, evaluate, and report on regional initiatives to ensure achievement of performance objectives.
Support quality and performance improvement where necessary and enable performance evaluation and management.
Issues and Stakeholder Management:
Conduct proactive issues management by anticipating and mitigating issues, facilitating discussions among partners and partners.
Use excellent problem recognition and problem-solving abilities to handle complex problems and inform management of potential issues and associated solutions.
Proactively identify and explore partnership opportunities presented by leadership and outreach from partners to advance Ontario Health initiatives and projects.
Here is what you will need to be successful:

Education and Experience
Master’s degree in health administration, health planning, business administration or a related field; or an equivalent combination of education and experience in a health care environment. Clinical background is considered an asset.
Minimum of 8 years of progressive experience in a multi-stakeholder healthcare environment required.
Experience in the hospital/acute sector, and particularly in an Emergency Department, an asset.
Skills and Knowledge
An understanding of how health services are delivered in Ontario and a working knowledge of the role of Ontario Health in planning, managing, evaluating and funding regional health care services.
Strong written, presentation, and verbal communication, facilitation, and interpersonal skills to work effectively with other staff and to liaise with colleagues across Ontario Health and with contacts in the Ministry.
Excellent skills in working diplomatically and collaboratively with partners with different perspectives; strong interpersonal skills and proven ability to build and maintain strategic relationships and partnerships with diverse partners
Proficient in accessing the internet to support research and superior skills in the use of the MS Office suite including SharePoint, PowerPoint, Word, Excel as well as virtual collaboration/meeting platforms (MS Teams, Zoom) required
Demonstrated experience in planning process, analysis and evaluation of health care issues across multiple sectors.
Strong project management experience, including demonstrated ability to efficiently plan, organize and manage multiple complex projects simultaneously with limited supervision or direction
Ability to exercise sound judgement on issues of a sensitive and contentious nature and able to negotiate to develop consensus around complex policy strategies.
Demonstrated experience engaging and working effectively in partnership with a broad range of individuals and organizations of diverse backgrounds, preferably within the health care sector.
Experience in analyzing and interpreting performance data, including financial data and quality indicators and evaluating program performance.
Use of information to make informed decisions and provide advice; exercise high degree of independence, discretion, and judgment in problem solving; demonstrate integrity and professionalism.
Strong attention to detail; excellent analytical and problem-solving skills required.
Must be highly organized and able to thrive as a team player in a fast-paced collaborative team environment while managing a demanding workload effectively in an environment of many competing priorities.
Valid G driver’s license and access to a reliable vehicle is required.
