Situated within the Service Hub, the Employment and Transactional Services (ETS) team, manages the administrative and transactional aspects of the employee lifecycle, ensuring compliance with policies, collective agreements and employment regulations, creating a strong foundation for a positive employee experience and thriving workforce that achieves value for the City


As a Consultant, ETS you will provide guidance and advisory support to divisions on employee life cycle processes, interpret policies and employment frameworks, handle escalations and collaborate with divisions to ensure accurate decision making.

What will you do?
Provide consultation to People Leaders on the interpretation and application of policies, collective agreements, and employee regulations related to the employee lifecycle. This includes supporting onboarding, transitions and offboarding), ensuring effective delivery of services and compliance with programs and policies.
Investigate issues/concerns, coordinate information gathering, break down strategic problems and analyze data and information to provide insights and recommendations
Partners with Payroll, Legal Services and other functional areas in P&E in the delivery, implementation and resolution of human resources matters related to the employee lifecycle.
Escalate issues that fall outside of designated scope to the relevant Centre of Focus or Business Relationship ensuring timely and effective resolution and maintain strong partnerships.
Monitor process adherence and escalate complex cases to Senior Consultant.
Provide regular and effective communication to various stakeholders while ensuring issues and challenge are escalated to the management team promptly.
Oversee employee lifecycle transactions, ensuring paperwork and compliance steps are completed in accordance with company policies.
Manage the administration of employee status changes and amendment paperwork.
Maintain accurate record of transactions and correspondence.
Calculate and verify seniority for employees, ensuring accurate tracking while adhering to collective agreement and policies.
Run, analyze and produce reports ensuring data accuracy and delivering actionable insights. Gathers and formats data into regular ad hoc reports and dashboards, providing insights and recommendations.
Prepare and processes confidential information, records, reports, forms, presentations, guides and correspondence.
Research and stay informed of trends, legislations, policies, strategies and tactics across other cities, levels of government and corporations to identify leading practices
Identify process gaps or inefficiencies and support continuous improvement efforts.
Participates in complex programs/projects, makes recommendations, implements solutions.
Support the Implement detailed plans and recommend policies/procedures regarding program specific requirements.
Provide guidance and support to Representative, ETS on employment lifecycle processes and programs.

Provide input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.



What You Bring to the Role:
Post-secondary education in a relevant discipline (e.g. Human Resources Management) or the equivalent combination of education and/or experience in human resources. CHRP professional designation is an asset.
Considerable experience providing guidance and consultation on HR functions related to the employee lifecycle within a large, complex unionized public or private sector environment, ensuring compliance and effective process execution.
Experience in HR case management, handling complex employee issues and transactions throughout the employee lifecycle, ensuring compliance with employment legislation, collective agreements, organizational procedures and human resources best practices.
Experience in reporting, preparing presentations and conducting research to synthesize data and insights supporting decision making and communicating trends and outcomes.
Proficient in Microsoft Office Suite and Human Resources Information Systems. Experience with SAP and SuccessFactors is an asset.
Ability to thrive in a fast-paced, high-volume environment while effectively managing multiple priorities and assignments simultaneously, meeting tight deadlines, maintaining exceptional organizational and time management skills.
Ability to exercise sound judgement in complex situations, diagnose root causes of issues and develop compliant solutions within established frameworks.
Strong ability to build working relationships with various stakeholders, providing consultative support, excellent customer service and ensure a positive employee experience.
Excellent verbal, written and presentation skills, with the ability to communicate complex information clearly and professionally to diverse audiences including People Leaders and stakeholders.
Knowledge of government legislation such as Employment Standards Act, Ontario Occupational Health and Safety Act, Labour Relations Act, Municipal Freedom of Information Act, Human Rights Code, and Accessibility for Ontarians with Disabilities Act (AODA), applicable collective agreements and human resources policies
