The Opportunity
Development Services is comprised of several branches. The Department's mission is to guide the growth and development of the City of Barrie towards a vibrant, livable and resilient community through the development of a strong policy framework for land use decision making and development review services. The Branches work together to implement provincial policies, address corporate strategic objectives and apply best practices in land use planning, development review, technical design review, active transportation implementation and guide development and growth with full support from professional, technical and administrative support staff. Feedback and interaction with a variety of other Departments within the organization, and gained through public consultation, are key to realizing Council and corporate directions, many of which are initiated and commenced through the development process.
Reporting to the Supervisor of Planning and Zoning Enforcement, the Zoning Officer position provides investigation and enforcement services of alleged contraventions of the City's Comprehensive Zoning By-law, the Municipal Two-Unit House Registration By-law, Municipal Yard Maintenance By-laws, and enforces compliance in accordance with the enabling legislation and departmental policies and procedures. This position also requires general knowledge of the Ontario Building Code, Fire Code and the Municipal Property Standards By-law, as alleged contraventions of the Zoning By-law generally occur concurrently with violations of the above-mentioned By-laws, thereby requiring a multi-disciplinary approach to enforcement with the Zoning Officer taking the lead. This position, where necessary, provides inspection services to confirm compliance with the same land use By-laws pursuant to applications for the registration of two-unit houses and the licensing of businesses and boarding/lodging/rooming houses.

Education (degree/diploma/certifications)
Two (2) year College Diploma in Law Administration/Enforcement, Urban Planning, or Building Design/Construction

Position Equivalency Code: C
Experience
Three (3) years of experience performing duties related to the major responsibilities of the position
Experience dealing with property owners to provide education regarding municipal by-law requirements, and working with property owners to find solutions to rectify contraventions of municipal by-laws
Experience with the enforcement of regulations including appearances in court
Knowledge/Skill/Ability
General knowledge of the following legislation, regulations, or requirements: Ontario Building Code, Fire Code and the Municipal Property Standards By-law
Thorough knowledge of the following legislation, regulations, or requirements: Provincial Offences Act, Planning Act, Municipal Act, Zoning By-laws, the Committee of Adjustment, Property Maintenance By-laws, Development Charges Act, Condominium Act, Freedom of Information and Protection of Privacy Act, inspection and enforcement practices
Thorough knowledge of Site Plan and Subdivision Agreements
Demonstrated ability to:
carry out the duties of the position including the climbing of stairs and ladders and the walking over rough terrain
read property surveys, site plans, building elevations, grading plans and floor plans
maintain excellent record keeping in a regulatory enforcement capacity with the ability to submit evidence in court
observe, record and recall details when conducting investigations and inspections, including at times of frequent interruptions and distractions
properly handle confidential/sensitive/controversial information and assure the security of such information/files

Availability to attend evening/weekend meetings or to work outside of designated normal hours per week
Conditions of Employment
Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle for use on corporate business
Eligibility for and willingness to obtain the Certified Property Standards Officer (CPSO) Certification from the Ontario Association of Property Standards Officers (OAPSO)
Satisfactory Criminal Record Check*

Location: City Hall, 70 Collier Street, Barrie, Ontario*
*Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2026 pay range:
Pay Level: Level 7
Yearly Salary: $71,635.20 to $85,876.60
Hourly Pay Rate: $39.36 to $47.18
