The Office of the Fire Commissioner (OFC) is a dynamic work environment that provides front line supports and services to over 130 municipalities, several local authorities, and over 240 fire departments. With locations in Winnipeg, Brandon and Thompson, the OFC builds local level emergency response capacity, provides community support services, and performs emergency response in support of the Manitoba Fire Service, Manitoba Government and Government of Canada. The OFC operates the Manitoba Emergency Services College (a specialized vocational college), specializing in diploma and continued education programming for emergency services professionals across Canada.

Conditions of Employment:

Must be legally entitled to work in Canada
Will be required to travel on short notice and work extended hours, as required, to meet operational requirements or support operational deployments
Ability to work weekends, evenings and to travel whenever the program may require
Will be required to work on-call
Will be required overnight travel several times per year
May be required to work in harsh weather conditions at times of emergencies
Satisfactory Criminal Record Check with Vulnerable Sector Check
Satisfactory Adult and Child Abuse Registry Checks
Must have a valid class 4 driver’s license
Qualifications:
Essential:

Post secondary education or training in the areas of fire service leadership, management, operations, or administration, post secondary education in emergency management, or an equivalent combination of relevant training and experience
Experience as a leader in fire or emergency services with experience in the development, delivery and evaluation of fire protection, fire prevention and/or or emergency management programs
Proven ability to create, support and sustain an environment that enables staff to achieve results and to develop for the future
Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change
Management experience with responsibility for human and financial resources
Experience translating organizational priorities into clear operational direction to subordinates
Strong verbal and written communication skills with experience managing internal and external stakeholder relationships
Political acumen demonstrated through experience providing advice to senior leaders on complex topics and sensitive issues
Thorough knowledge of legislation, regulations, standards, codes and practices related to fire prevention and protection
Duties:
As a member of the Office of the Fire Commissioners Senior management team, the Deputy Fire Commissioner leads the Community Support Team which provides front line support to over 130 municipalities, 2 local authorities and over 240 fire departments. With a focus on community risk reduction and capacity building, Community Support provides technical advice, programs and support for fire protection service delivery, fire prevention programming, enforcement of the Manitoba Fire Code, emergency response service delivery models and other related community-based emergency service capacity building. The team supports community leaders including elected officials, Chief Administrative Officers, and Fire Services leaders in the delivery of fire protection and emergency response services while also maintaining the provincial mutual aid system and overseeing the application of the Manitoba Fire Code.

This position provides advice and support to the Fire Commissioner and is delegated the statutory authorities of the Commissioner to manage and direct the OFC in the Commissioner’s absence as assigned.
