The Position

Employment Security Division Appeals Referees conduct fair and impartial quasi-judicial hearings and make decisions related to unemployment insurance benefits, experience rating rulings and employer tax liability cases.

Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.

ESD Appeals Referees conduct quasi-judicial administrative hearings, in a fair and impartial manner, statewide, to ensure all parties are afforded due process. These contested cases are from claimants, employers, and other interested parties, who are appealing any action taken by the Department. The Appeals Referee rules on motions and on admissibility of oral and documentary evidence; elicits and records testimony; weighs the validity of issues presented at hearings; prepares finding of facts, conclusions of law, order; issues subpoenas as required; and issues written decisions within the required state and federal deadlines. The incumbent must operate at a high level, including organizational time management, and verbal and written communication skills. The ideal candidate must have the ability to interpret, apply, and research, state and federal laws, rules, regulations, and statutes, and be able to analyze legal, medical, financial, including tax documents, along with other records and statements. The ideal candidate will have strong skills in legal reasoning and writing. In order to be qualified, you must meet the following requirements:

Qualifications

Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in public or business administration, social science, English or related field and two years of professional experience in an unemployment insurance program, administrative hearings office, or local court jurisdiction which included making determinations or adjudicating issues through interpretation and application of federal and State laws, regulations and procedures; analysis of policy, precedents and current circumstances; and writing concise, logical, grammatically correct, and understandable decisions or technical documentation; OR an equivalent combination of education and experience as described above. Special Notes Current certification as a paralegal or graduation from an accredited school of law may be substituted for one year of the required experience. Special Requirements A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for fingerprinting. The Examination Application Evaluation Exam The exam will consist of an application evaluation. This is the journey level in the series. The Aging and Disability Services Division (ADSD) is currently recruiting for full-time Developmental Specialist 3 in Las Vegas, Nevada. This recruitment may be used to fill current and future vacancies as they occur in the following programs: Autism Treatment Assistant Program (ATAP), Nevada Early Intervention Services (NEIS), Desert Regional Center - Community (DRC) and Desert Regional Center - Intermediate Care Facility (DRC-ICF).

Incumbents create and implement programs, treatment and service plans, provide direct services and case management, develop financial and community resources, and educate, inform, and assist family members, other agencies, and service providers about human growth and development. Developmental Specialists can be assigned to a variety of specialized programs and facilities. Their duties may take place in the home, clinic, hospital, residential, outpatient, and community settings, among others. ADSD provides an atmosphere of innovative thinking, teamwork, friendly co-workers, and positive work settings.
