The Development and Partnering team are responsible for talent development across the Digital and Data Function (cross-government) and this role is part of the team responsible for a variety of senior talent programmes.

We’re looking for a Digital Capability Manager to come and join our high impact team. In this role, you’ll be at the heart of talent capability work for senior talent across departments. You’ll support the delivery of digital and cyber secondments programmes and support the development of Senior Civil Service (SCS) functional talent - driving delivery and working with stakeholders at the highest levels.

Person specification
As our Digital Capability Manager, you will:


Aid in the delivery of a fit-for-purpose, cross-government Talent Development to grow Digital and Data Capability in the Civil Service. Your responsibilities will include:


Departmental engagement for digital and cyber secondments, including; promoting the programme cross government, drafting secondment agreements, onboarding secondees and engaging with the Civil Service Commission.


Lead secondments ‘on-programme’ management, evaluation and quality assurance - continuously reviewing, learning and improving processes.


Secretariat responsibility for quarterly SCS talent forums - scheduling, preparing papers, minuting meetings, managing communications and action logs including liaising with those at senior levels.


Support SCS Talent Development Manager to manage and utilise SCS Talent Data.


Responsibility for project governance, including managing documentation and webpage maintenance.


Identify and engage untapped and relevant talent pools, ensuring alignment with diversity and inclusion goals.


Promote the SCS talent work at cross-government events, forums, and external engagements to promote digital talent initiatives, secure buy-in and act as a strategic partner for senior capability development.


Support departments to utilise available talent and opportunities to maximise impact.


Use data and market insight to track performance, inform strategic decisions, and scale up delivery to meet evolving demand.


Drive high-quality, timely delivery, ensuring milestones are met, stakeholder needs are reflected, removing blockers and enabling success.


Support agile delivery practices, including sprint planning, stand-ups, retrospectives and use of work management/team collaboration tools, to ensure continuous improvement across senior talent.

Essential criteria

Effective communication, interpersonal and written skills, with the ability to draft documents and build rapport at all levels, especially at senior levels. (Lead)


Proven experience in stakeholder engagement, ideally in a public sector or digital context.


Experience in HR, ideally in talent development.


Experience of managing projects across teams, helping to priorities and manage dependencies, maintaining attention to detail and delivery to a high standard.


Experience of working within a fast paced and evolving environment.
