Here at the Ministry for Housing, Communities and Local Government (MHCLG), we work on things that make a real difference to peoples lives. As a digital business support lead for MHCLG you will be working on one of the Governments most high profile and exemplar digital services, containing two of the CDDO Flagship 75 services. The Digital Business Support Lead is someone who enjoys problem solving and working in an agile way, responsible for the day-to-day contracts, finance and commercials for the portfolio, as well as owning a complex range of unique HR and information management processes within a Digital team comprised of internal and third-party suppliers.
This role will support overall commercial and financial responsibilities for all the commercial arrangements relating to Digital Elections (including but not limited to commercial MoUs, subscriptions, license arrangements and contracts). This will include leading on varied HR aspects of the team, including security clearances, recruitment and inductions. This job should not be confused with that of either a finance or HR business partner, as this is not the case. The role will require developing a substantial amount of digital Subject Matter Expertise.
Job Description
As a Digital Business Support Lead, youll:
• Build and maintain strong relationships with the providers of key elections and registration digital financial arrangements, supporting management of the financial arrangements with these providers that cumulatively deliver services critical to the UKs democracy and monitoring effective service delivery against agreed KPIs and other contract terms.
• Use initiative to solve contractual issues as they arise, in accordance with the department's contract management framework and ways of working, working collaboratively and at pace to find and enact suitable solutions.
• Work closely with the departments Commercial and Finance teams, informing decisions regarding procurement strategy for this suite of services. This includes working with the centralised Corporate function, and the incumbent contract manager.
• Help drive and support procurement exercises as required including the contract renewal process for the services within the portfolio and undertake contract administration and maintenance of accurate contract management records.
• Ensure that all DES business cases receive approval and drive through the relevant purchase orders with the finance team, working closely with suppliers to obtain necessary documentation and further approvals. The role holder will lead on the preparation of business cases working alongside SMEs, get all approvals, ensure the PO(s) is raised, keep suppliers updated, obtain quotes, respond to queries from financial colleagues etc
• Lead on all recruitment, onboarding and induction for a wide range of civil servants, fast-streamer, interns and third-party developers, with a high throughput on an ongoing basis.
• Be responsible for Data, Knowledge and Information Management for the portfolio, including ensuring we are legally compliant for our GDPR and FOI obligations, as well as fully owning the JML processes for all members of the Digital team (this is inclusive of third-party developers).
Person specification
As a Digital Business Support Lead, Youll:
• Demonstrate experience of working within a contract management or related financial environment, with experience of tendering and procurement independently.
• Have experience of writing business cases for a range of digital services and owning the related complex approval processes.
• Demonstrate experience of leading multiple HR processes from end-to-end in full and with complete autonomy.
• Have experience of working in a digital environment, or a demonstrable interest in digital services.
• Lead and support engagement with key external stakeholders acting as a representative of the department working closely with providers/suppliers of key digital services
• Work alongside departmental colleagues to understand the broader context of elections and registration policy and ensure alignment with wider government commercial policy
• Demonstrate excellent organisational skills and the ability to apply project management techniques including governance and oversight, monitoring performance, and effective risk management to keep delivery on track
• Have proven strong verbal and written communication with the ability to communicate effectively to a range of internal stakeholders, Ministers and external stakeholders.

Grade 7 salary
• The salary for this role is £54,531 (National).
• For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.
Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisations terms and conditions.

Internal Fraud Database
The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.

Defence Infrastructure Organisation (DIO) is the estate expert providing advice on infrastructure and estate management across the defence estate in the UK and overseas. DIO manages the largest and most diverse part of the public estate, which has been described as the most important estate for wildlife and natural capital in the country with 37% designated as a Site of Special Scientific Interest (SSSI). It also supports wider government objectives and the public by delivering a range of ecosystem services ranging from pollinators, carbon sequestration and nature recovery.
Through our people, experience, skills and data, we are the Defence estate experts. We are the primary provider of Defence infrastructure and estate management advice both in the UK and overseas. Job Description
The MOD Estate includes MOD Barracks, Airfields, Naval Bases and a vast training estate that extends from the marine environment, through dune systems and across the UK to the mountainous forests and moorlands of Scotland and Northern Ireland.
This is an exciting opportunity to join the Forestry Team supporting the development and management of this multifaceted, heavily designated estate with an emphasis on tree safety management, sustainable woodland management and woodland creation.
As a Graduate Forester you will work towards gaining your Professional Membership with the Institute of Chartered Foresters (ICF).
DIO Technical Services
Technical Services provides in-house expertise to DIO and the wider MOD; the specialist skills available through the Technical Services team span natural capital, environmental planning, sustainable development, climate resilience, forestry, access & recreation, archaeology and historic buildings, as well as ecology.
Person specification
You will work within a small team in the DIO Technical Services Environmental Management, Protection and Sustainability (EMPS) business area.
During Your Time As a Graduate Forester, You Will:
• Support Head Foresters with audit and assurance inspections, which will focus on health and safety, compliance with MOD policy and legislation forestry/arboricultural operations and industry partner contract delivery.
• Adhere to health and safety protocols and guidelines while working in outdoor and woodland environments.
• Contribute to the development and implementation of sustainable forestry practices and management plans.
• Assist in conducting field surveys and assessments to gather data on forest ecosystems, biodiversity, and habitat conservation.
• Assist in the preparation of long-term forest plans, reports, presentations, and other materials related to forestry and tree related projects.
• Collaborate with MoD staff and external partners to support wider engagement and knowledge about trees, woods and forests.
• Support Head Foresters with desktop and site inspections to identify possible woodland creation opportunities, collaborating closely with military representatives and the wider DIO team for each site.
