DEQ has an open opportunity for a Division Human Resources Manager.
This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
This position will provide Human Resource leadership and support in serving as the Human Resource Manager for employees within the Division of Energy, Mineral, Land Resources (DEMLR). Functional areas will include the merit-based recruitment and selection, position management, benefits administration, salary administration/compensation, employee relations, policy interpretation, and Worker’s compensation.
Other Key Responsibilities:
Manage full cycle recruitment and selection of vacant positions, including posting, screening, and referring highly qualified applicants and completing merit-based hiring recommendations.
Provide guidance, assistance, and support to division management and staff related to HR policies and procedures.
Benefits Administration - Review all leave of absence requests, administer, and assist DEMLR staff with FMLA, STD, and LTD policies, military, and other leave policies.
Process Worker's Compensation claims and work with third party vendor representatives.
Provide training to DEMLR staff and management on HR related items.
Employee Relations – provides a full range of employee relations and EEO functions, including consultation/support and interpretation of policies and procedures for disciplinary/grievance processes to employees and managers.
Division of Human Resources:
The Division of Human Resources provides services to administer HR programs, and to equitably meet the needs of the employees in a cabinet agency of state government. DEQ is comprised of a diversified group of divisions in the environmental and natural resource disciplines and has a multi-discipline academic workforce with education levels. It is this diversity and expanse of variations that defines the magnitude and complexity of the DEQ-DHR mission and accounts for the multiple variations for program delivery.

Knowledge, Skills and Abilities / Competencies
To qualify for this position, applicants must document on the application that they possess ALL of the following:
Demonstrated experience providing guidance and/or consultation to staff or managers regarding; benefits, position management, and/or salary administration.
Documented experience in assisting management in addressing job performance concerns, disciplinary actions and/or other employee relations/EEO matters.
Demonstrated experience in full cycle recruitment such as; reviewing applications/resumes for eligibility, recruitment initiatives, candidate sourcing.
Minimum Education and Experience Requirements
Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
