JOB SUMMARY

The financial health of the North and Central Illinois Division is maintained through strategically developed, implemented and analyzed budgets, Salvation Army policies and procedures, accounting principles/guidelines and business practices. The financial management of the Division also complies with all professional and mandated accounting principles and guidelines.

Direction is provided to staff in a manner that ensures a commitment to The Salvation Army's high standards of productivity, service excellence, timely results and adherence to policies and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Supervision/Management
Provide overall management and oversight to Corps Accounting, General Fund and Area Command Finance Staff (Chicago and Peoria). In addition, oversight is provided to Kroc Center Finance. Span of Control will consist of full cycle accounting and controlling functions for all NCI Division Accounting and Reporting functions.
Provide training and consultation to Corps Officers and business unit leaders in the areas of planning, execution and evaluation of financial activities or matters, including researching and resolving questions as required.
Provide leadership to Finance department staff across all areas that ensures good customer service to clients, adherence to Salvation Army policies and procedures, timely and accurate reporting, enthusiasm for the goals and objectives of the North and Central Illinois Division and Finance departments, and a high level of commitment to The Salvation Army.
Directly supervise the Central Illinois Area Command Finance Director/Assistant Divisional Finance Director, Director of Accounting – City Fund, Accounting Manager - General Fund, Accounting Manager – Accounts Payable and Accounts Receivable and the Finance Assistant.
Planning/Administration
Oversee the documentation of workflows and procedures for Corps Accounting, General Fund and Chicago City Fund accounting.
Provide support to the Chief Divisional Finance Officer in the management and planning of both short-term and long-term department goals and objectives.
Provide support to the Chief Divisional Finance Officer as requested.
Financial Services/Activities
Oversee and review all NCI Divisional budgets including corps, area commands and DHQ prior to submitting to DFB and THQ for approval ensuring timely submission.
Provide support to the annual budget process as required.
Review all NCI Divisional reports required for submission to THQ/DHQ including quarterly reporting, lease analysis, world services reporting, consolidating financial reports and any other reports as required.
Oversee the audit process, both internal and external, for the NCI Division including proactive planning, readiness and timely response throughout the audit process.
Provide financial consultation to department directors, Corps officers/business unit leaders and Finance Department staff as required.
Provide guidance to Division and Corps Officers on trust ledger use and management, making requests to THQ Finance and Trust to ensure appropriate utilization and cash flow.
Manage cash flow and treasury functions for the NCI Division in collaboration with Chicago and Peoria City Fund Directors.
Maintain banking permissions for Bank of America CashPro and assist with the bank management, ensuring internal controls and banking regulations are maintained.
Oversee preparation of financial analyses and forecasts for all Corps on a regular basis, including offering effective and appropriate recommendations, responses, and actions for the Corps to be able to ensure they are operating effectively within The Salvation Army's mission.
Provide budgetary review and approval to HR for vacant or new positions prior to DFB submission.
Provide in-depth analysis, recommendations and training to enable Corps to recover and sustain financial stability, including providing the Divisional Finance Board with regular status reports relating to a Corps debt recovery plan as applicable.
Support the preparation and coordination of the FASB consolidation and supporting schedules submitted annually to THQ, including reviewing eliminations for propriety accuracy.
Maintain a uniform Chart of Accounts for the North and Central Illinois Division.
Review Internal Audit reports prepared by Divisional internal audit team for compliance with Territorial Internal Audit Requirements and appropriateness/ usefulness as a resource to Corps Officers and their advisory boards or councils.
Research internal audit and governmental audit issues.
Facilitate, direct and/or support the resolution of internal audit or malfeasance issues within the NCI Division.
Review all internal audit work papers through the Auto Audit software system.
Coordinate and assist with the preparation of items for the external audits as necessary.
Assist Chief Finance Officer in assuring that Divisional accounting practices are in accordance with Salvation Army guidelines and expectations.
Assist Chief Divisional Financial Officer in Cost Efficiency and Revenue Increase Initiatives
Actively look for cost efficiencies and man-hour savings within NCI Divisional Finance Department
Review Divisional corporate account activity for the reasonableness and propriety of monthly activity.

REPORTING RELATIONSHIPS

This position reports to the Chief Divisional Finance Officer.

This position supervises the Central Illinois Area Command Finance Director/Assistant Divisional Finance Director, Accounting Manager - General Fund, Accounting Manager – Accounts Payable and Accounts Receivable, Director of Accounting – City Fund and the Finance Assistant and all financial staff based at Corps and area commands indirectly.

In contacts related to this position's duties, this individual acts a representative of The Salvation Army and its mission.

PERFORMANCE MEASURMENTS

This individual will be evaluated on how effectively the outcomes of this position are achieved.

Timeliness and accuracy of accomplishing assigned goals will be reviewed.

An evaluation of how effectively services are provided.

A 30, 60, and 90-day performance review will be conducted.

EDUCATION/EXPERIENCE

A bachelor's degree in accounting is required, MBA and/or CPA preferred.
An accounting or finance professional with a minimum of 10 years' management experience.
Experience in a non-profit organization is preferred.
10 years' experience with full-cycle accounting responsibilities, including experience with monthly accounting close, general ledger, financial reporting and analysis, and budgeting is required.
An additional background in providing direction in developing accounting practices and staff for a multi-site organization is preferred.
ERP implementation experience required
Significant experience in developing and implementing accounting procedures processes and policies resulting in improved operational efficiency.
Treasury management experience is required.
Fund management experience is preferred.
Presentation to external Boards of Directors is essential.

POSITION LIMITATIONS

This individual will only commit Army resources that have been allocated or approved.
This individual will keep the Chief Divisional Finance Officer or Divisional Secretary for Business Administration informed on all critical issues relating to their area of responsibility.
This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.
PHYSICAL DEMANDS/WORK ENVIRONMENT

This position is required to do light to moderate physical work.
In order to successfully perform the essential functions of this position, the employee is regularly required to use standard office equipment and a PC.
The work environment for this position is an office environment with a low to moderate noise level.
Occasional site visits.
