Primary objective
Be responsible for and lead the Legal Services Division to ensure the provision of high quality, timely and cost-effective legal
services to Government and its Agencies as well as financial assistance to victims of violent crimes and advice on victim issues.
Context statement
Adopting the model litigant principles, the Legal Services Division is responsible for leading and coordinating legal services and
financial assistance for victims of violent crimes for the Department and Government. The Executive Director, Legal Services, is a
member of the Department’s Executive Leadership Group.
Key duties and responsibilities
1. Provide high quality strategic legal advice to the Chief Executive Officer, the Attorney-General, Government and key
stakeholders across a range of legal issues, managing legal matters of heightened sensitivity and risk.
2. Provide strategic direction for the delivery of Legal Services by the Solicitor for the Northern Territory, and financial assistance
and services to victims of violent crimes by the Crimes Victims Services Unit.
3. Deliver results through leadership, driving a culture of accountability, performance and partnership; modelling the values of the
organisation as an executive leader; and fostering a focus on quality outcomes and advice across the Department, the
Government and its Agencies.
4. Lead and drive coordination of legal requests across government including outsourcing of legal matters to the private sector
via the NT Legal Services List.
5. Ensure Government is receiving value for money on legal services through cost effective management of resources from both
internal and external sources.
6. Build and maintain effective partnerships and strategic alliances at the highest levels across the NT Government, statutory
office holders, and with inter-jurisdictional counterparts and key stakeholders locally and federally.
7. Effectively and proactively lead the Department’s and NT’s interest at local and national forums and on cross agency
Committees as required.
Selection criteria
Essential
1. Admission to practice as a legal practitioner of the Supreme Court of the Northern Territory or eligibility for such admission.
2. Extensive practical experience in the provision of legal advice in a government context.
3. Demonstrated understanding of the issues and considerations in the provision of Legal Services in Government.
4. Demonstrated ability to deliver strategic plans to drive performance, and in managing organisational and financial matters.
5. Highly developed ability to exercise sound judgement, interpret the broader social political environment and communicate with
influence.
6. Demonstrated senior executive leadership experience in leading and managing multiple, diverse teams to achieve results with
an ability to positively lead change, deal with conflict and uncertainty, communicate with influence and build organisational
capability.
7. High level problem solving, negotiation, and interpersonal skills with a demonstrated ability to establish and sustain productive
working relationships and strategic alliances within the public and private sectors, and the wider community.
Desirable
1. Experience in legal practice or demonstrated in depth understanding of contemporary issues facing the justice system.
2. Experience practising law in the Northern Territory.
