ABOUT THE JOB


The Manager of Human Resources at CMHA BC is responsible for planning, developing, implementing and evaluating human resource policies and programs, advising managers and employees on HR matters and managing activities like recruitment, employee relations and training. This role focuses on overseeing the Employee Lifecycle at CMHA BC and as part of that also plays a key leadership role in evaluation HR processes, promoting psychological health and safety, staff development, wellness, employee engagement and a positive organizational culture.


DUTIES AND RESPONSIBILITIES


In partnership with the Director of Human Resources (HR) and Director of Labour Relations (LR) the Manager of Human Resources manages workforce planning, talent identification, succession planning, and career development strategies. The Manager of HR also develops and executes corresponding implementation plans.
Work closely with the Director of HR to ensure HR initiatives align with organizational goals and priorities.
Manage the unionized and non-unionized recruitment process, including job postings, interviewing, and hiring of new staff and other related processes, ensuring a diverse and qualified workforce.
Manage employee concerns, mediate disputes, and ensure a positive and respectful work environment.
Work closely with the Director of Labour Relations to guide collective agreement interpretation, implement guidelines, changes and resolve complex employee and labour relations issues. May represent the Employer in grievance and dispute resolution meetings including and leading up to arbitration.
Maintain accurate and up-to-date records of employee relations issues, grievances, and resolutions.
Compile, update and maintain labour relations reports and distribute to relevant parties periodically (including seniority lists and anniversary data)
Develop, implement and maintain performance management systems and processes, conduct performance reviews, and guide people leaders to provide feedback to employees.
Work in collaboration with the Health and Safety Manager to provide support to leaders to ensure employee well-being is prioritized across the organization
Identify training needs, develop and deliver training programs, and support employee development initiatives.
Supervise direct reports using effective management practices to support the achievement of department philosophy to ensure consistent application of organizational policies, procedures, regulations to drive HR/LR best practice.
Address performance gaps and disciplinary issues as required, in collaboration with the Director of HR and Director of LR.
Use HR analytics to assess trends and provide data-driven recommendations that improve employee performance and engagement.
Ensure the HR team has the tools and strategies to help business leaders and employees navigate periods of growth and change.
Lead cross-functional projects by providing HR expertise in organizational design, leadership development, and talent strategies.
Lead with intention and promotes a psychologically healthy and equitable workplace, including actively fostering psychological safety, promoting open communication, and addressing potential biases or disparities in HR/ LR practices. Model HR best practices and provide coaching to people managers, ensuring alignment with organizational values and goals.
Lead, mentor, and develop a high-performing HR team to execute HR strategies and tactical initiatives.
Advise managers and employees on the interpretation and application of HR policies and procedures.
Ensure all HR policies and practices are in compliance with relevant employment laws and regulations.
Manage the non-union disability management program and WorkSafe BC claims.
Participate as a member of various management and inter-departmental teams in the planning, implementation and management of organizational initiatives.
Promote the CMHA BC health and safety program by demonstrating health and safety leadership through actions, participating in health and safety initiatives and collaborating with the Health and Safety Manager and other employees
Foster continuous improvement within the HR team by promoting the best practices in HR service delivery, coaching, and development.
Work collaboratively with other departments and stakeholders to achieve HR objectives across the organization.
Other duties as required.

QUALIFICATIONS

A university degree in Human Resources, Industrial Relations, Business Administration, Organizational Design, or a related field. A master’s degree is preferred.
CPHR designation or similar, an asset.
A minimum of five (5) years in a leadership role overseeing HR business partners (or similar advisory function) and preference for over five (5) years of diverse experience in human resources and labour relations in the BC public health sector.
Advanced understanding of British Columbia labour/ employment laws and regulations, including the Employment Standards Act, the Labour Relations Code, and the Human Rights Code is an asset.
Experience working in unionized and non-unionized work environments, performance management, workforce planning, HR analytics, change management, and employee relations.
Possess a strong understanding of employee and labour relations principles, particularly within federally regulated organization, with sound knowledge of collective agreement interpretation and implementation.
Proven ability to manage and lead a team to deliver results in a fast-paced, multifunctional, and matrixed organization.
Proficient in MS Office and HRIS platforms; experience with HR analytics tools is an asset.
Must have excellent leadership qualities and management skills.
Must have a strong customer service orientation while managing a breadth of responsibilities.
Must also demonstrate effective decision-making, planning and initiative, while fostering the development of all these competencies in CMHA BC Division’s emerging leaders.

WORKING CONDITIONS


CMHA BC Division has two offices located in downtown Vancouver or downtown Victoria. This role can be worked out of either location.
The usual work week is 37.5 hours and business hours are Monday to Friday 8:30 a.m.– 4:30.p.m.
Hybrid work environment with a 2-3 day per week on-site requirement.
The position may involve working outside regular business hours to support labour relations activities, such as collective bargaining or grievance hearings.
The Program Manager is an excluded role subject to the compensation reference plan of the Health Employers Association of BC.
In determining salary, CMHA BC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at CMHA BC’s sole discretion and presented as part of a competitive total compensation package.
Salary Range: $84,279.00 - $121,151.00
Typical Hiring Range: $88,000.00 - $105,000.00
