Duties
Basic Function of the Position: The position is located in the Human Resources (HR) Office, U.S. Embassy, New Delhi. The Human Resources Assistant will perform and manage the Merit Based Compensation System mission wide (Embassy plus four consulates). The Incumbent will be the main POC for Merit Based Compensation, to respond to inquiries and handle official communications on all MBC-related functions. S/he will provide advice and guidance on procedure, policies on completion of Annual Work Plans, Mid-Year discussions, interim evaluation reports and Employee Performance Reports. The position has no direct supervisory responsibility but may provide work guidance to team members mission wide.
The incumbent will be responsible for specific personnel functions performed at post. Major responsibility is management of the Merit Based Compensation System. Other duties will include providing advice and guidance to all levels of employees regarding the MBC program, managing program administration, tracking and updating the composition of performance pools as needed. S/he will prepare and gather data and performs calculations of MBC rewards, coordinates all required actions and steps with GFSC for payment of rewards to employees and reviews effectiveness of all facets of the program to identify potential problems and further development opportunities and advise Human Resources Officer /Management/ Deputy Chief of Mission as required. The incumbent will also perform other duties as assigned.

EXPERIENCE: The position requires three years of work experience in the Human Resources.

Education Requirements:
The position requires completion of two years of college studies.

LANGUAGE:
Level 4 (Fluent) in English (Speaking, Reading, and Writing) is required. This may be tested.

Level 3 (Good Working Knowledge) in Hindi (Speaking, Reading, and Writing ) is required.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Embassy in New Delhi, India may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time the conditional offer letter is issued by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
