This position leads development and implementation of human resources (HR) policies fitting overall HR policies; lead the generalists team in delivering HR services, supporting the business, and influencing policies from an HR perspective.

Essential Duties and Responsibilities
• Identify and communicate the actions needed to implement the function's strategy and business plan within the business area or department; explain the relationship to the broader organization's mission, vision, and values; motivate people to commit to these tenets and do extraordinary things to achieve local business goals.
• Manage relationships with strategic internal clients and act as a business partner to them, building high levels of professional credibility and mutual trust, and mobilizing appropriate internal and/or external resources to support in delivering business strategy and plans.
• Identify and manage stakeholders up to and including management level, finding out their needs, issues, and concerns and reacting to them by leading and coordinating the development of stakeholder engagement plans to support the communication of business information and decisions.
• Manage and report on performance within the department or area of responsibility; set appropriate performance objectives for direct reports and hold individuals accountable for achieving them; take appropriate corrective action where necessary to ensure the achievement of annual business objectives.
• Contribute to the definition of organization structure by recommending reporting lines, identifying interfaces between elements of the organization, and proposing roles and responsibilities, to align with the corporate structure and organization principles.
• Contribute to the formation of a key element of functional strategy through specialist expertise and insights, to ensure that the strategy meets business needs.
• Draft HR frameworks and tools for recruitment, performance management, development, career and succession planning, compensation and benefits, diversity, employee onboarding and offboarding, and retention of talent, within an area of expertise, to meet business or institution needs and enable the attraction, development, and retention of talent at a sustainable cost.
• Ensure compliance with specified design principles, internal policies, and external legal requirements.
• Provide authoritative specialist advice to senior managers at the business unit or regional level to enable the implementation of policy, projects, and change initiatives.
• Develop functional or operational policies and help develop policy frameworks for area of responsibility or department.
• Take responsibility for creating underlying procedures and monitoring their implementation.
• Evaluate the capabilities of staff within the department to identify gaps and prioritize development activities.
• Implement the organization's formal development frameworks within the area of responsibility.
• Coach and mentor others to support the development of the organization's talent pool.
• Take responsibility for implementing the recruiting strategy for a significant part of the organization while possibly leading the recruitment of top management.
• Lead the creation of multichannel future talent recruitment campaigns to attract large numbers of high-quality candidates; clarify the campaign's objectives; propose and obtain agreement on a financial budget; identify and appoint the campaign team.

Required Qualifications
• Master’s Degree or equivalent level
• Experience level enables job holder to provide leadership to others regarding work related systems, processes and challenges (More than 10 years)
• Experience of interpreting strategy and policy in order to set and deliver objectives within medium to long time frames (Over 3 years)
