Job Description

Prince William County seeks a data-driven, innovative and collaborative Human Resources Director with experience in change management, building organizational culture, and providing customer-focused service to support the County departments and meet community needs. This Director will drive the county’s goals in strategic leadership, customer service, and streamlined communications.

The next Human Resources Director will have the opportunity to work in a flourishing County that excels in providing services and fostering community engagement. Reporting directly to the Deputy County Executive for Government Operations, Performance, and Innovation, this intuitive leader must be able to hit the ground running to guide the Human Resources Department through an extensive and thorough structural change to a business partner service delivery model; continue implementation of Oracle systems; and ensure the team establishes strong internal bonds and comprehension of personal developmental goals.

The Board of County Supervisors ratified the County’s first collective bargaining agreements with the Prince William County Police Association and the International Association of Fire Fighters in January 2026. Prince William County Police Association (PWCPA) is the Exclusive Representative for the Police bargaining unit, and the International Association of Fire Fighters (IAFF) Local 2598 is the Exclusive Representative for the Fire & Rescue bargaining unit. Human Resources works with inside and outside counsel in negotiations and labor relations.

About This Role
The Director will provide a pivotal role in guidance, stability, and motivation to embrace new learning opportunities and skill development to a growing team within the Human Resources Department. The department provides recruitment, employee engagement, policy development, performance management, and organizational development services. Responsibilities include:
Managing hiring processes
Developing and implementing Human Resources policies
Conducting training programs
Overseeing benefits administration
Ensuring compliance with labor laws,
Fostering a positive workplace culture.
Advising and supporting managers and employees on Human Resources related matters
Overseeing the development and implementation of Human Resources metrics and analytics
The Director is supported by a strong team of thirty-nine (39) Human Resource professionals including two direct reports - Assistant Human Resources Directors - who help lead the organization.

Minimum Qualifications: A High School Diploma or a G.E.D paired with 8 years of experience in Human Resources.

Preferred qualifications:
Master’s degree in a related field; five (5) years of progressive responsibility in Human Resources Management in a large organization, supervising staff of multiple levels
Three (3) years of progressive Human Resources Generalist experience at a senior level, including a multitude of Human Resources responsibilities.
Public Sector Human Resources Association (PSHRA), formerly known as IPMA-HR (International Public Management Association for Human Resources), Society for Human Resources Management (SHRM), or other Human Resources certifications are preferred.
Demonstrated experience with change management, technological and process improvements, labor and employee relations, leadership development,
Local government Human Resources experience is preferred.
Hiring Salary Range & Benefits: $180,000 - $220,000,00/yr. depending on qualifications, with an excellent benefits package including:
