Job Description

18-24 month contract - Maternity Leave Coverage

Full-time , 35 hours per week.

The Human Resources Manager is responsible for the organization and management of Human Resources services and programs including: compensation, benefits administration, recruitment, health and safety, disability management, performance management, labour/employee relations, and training and development. The HR Manager will develop and ensure consistent application of Human Resources policies across all departments.

Recruitment – Onboarding/Offboarding

Coordinate recruitment of new hires and terminations; ensure all necessary paperwork is complete and advise appropriate support functions (IT, Payroll etc.) to ensure set-up and exit processes are complete;
Develops employment contracts for the hiring of staff in all departments.
Lead the employee orientation/training of new hires;
Perform exit interviews as needed;

Employee Relations

Manage a Township employee group and lead the facilitation of wellness and team building events, internal staff communication and ownership of the Township values.
Develop a key position succession/mentoring plan to ensure knowledge and skill transfer from exiting employees.

Training and Development

Work in conjunction with Department Heads to ensure all training requirements including legislative training requirements are identified, met and tracked for all employees including other duly appointed volunteers of the Township;

Administration/Compliance

Understands, interprets, implements and ensures compliance with all relevant provincial and federal legislation including the Employment Standards Act, Pay Equity Act, Occupational Health & Safety Act (including harassment and workplace violence), Labour Relations Act, Ontario Human Rights Code, Municipal Freedom of Information and Protection of Privacy Act, Worker’s Safety and Insurance Act and Bill C-45;
Co-ordinates, monitors and maintains all leave claims and establishes a return-to-work plan in conjunction with management;
Ensure the Employer is meeting all reporting requirements of WSIB;
Act as an administrator for the HRIS (UKG) completing an assortment of functions and maintaining data quality;
Update and maintain job descriptions as needed;
Supports administration of Township’s personnel policies and other human resource related policies as needed;
Acts as a resources to the Joint Health & Safety Committee and works with the committee to enhance the awareness of Health & Safety in the workplace;
Ensure the maintenance, confidentiality/security and retention of personnel files for all staff;
Identify best practices and trends in the fields of recruitment/employment, orientation/training, compensation/benefits, performance management, employee counselling, labour relations and health & safety;

Compensation and Benefits

Ensure that all employee positions are evaluated and appropriately compensated within the job evaluation process and compliant with the Pay Equity Act;
Regularly complete market compensation reviews;
Monitor and maintain the employee group benefit program for all staff;
Available to all employees for consultation and an queries regarding employee group benefits;

Labour Relations

Provide support to Department Heads and Managers interpreting the Collective Agreement, Personnel policies and legislation related to human resources;
Assists the CAO in union negotiations, providing support, analysis and preparing reports as directed;
Update and post documents as required/set out in the Union Collective Agreement and/or Personnel Policies;
Investigate and process grievances as per the Collective Agreement;

Budget

Provides direction regarding the overall Human Resources component of the capital and operations budget, including costs of consulting projects, staff replacement and new staffing, and applicable salary and benefits;
Proactively pursues alternative sources of funding opportunities

Other

Updates Council on human resource matters as needed;
Attend Council meetings and other appointed meetings/committees, as requested by the CAO;

3-5 years of progressive Human Resources experience.
Post-secondary education in Human Resources Management at a college level or equivalent combination of education and experience.
CHRP/CHRL certification or working towards.
Experience in providing consultation, coaching, and mentoring to management teams and employees.
Established knowledge of human resources, employment legislation and practices.
Demonstrated experience applying employment standards and labour legislation.
Ability to maintain confidentiality.
High level of proficiency with computer programs including, Microsoft Office (Excel, Word, Outlook, and PowerPoint), HRIS and collaboration and communication tools (e.g. Zoom, DocuSign, Teams).
Must possess and maintain a valid Ontario Class G and restriction free drivers’ licence to carry out the duties of the job.
Ability to attend meetings and events outside of regular business hours.
Excellent interpersonal and communication skills with the ability to build strong relationships with various stakeholders demonstrated through the ability to facilitate, network, lead, analyze, and resolve issues in a professional manner.
Excellent problem solving, negotiation and mediation skills in order to build consensus.
Strong time management and public speaking skills.
