About the role:
The individual will be working with the Urban Development Team based at the Headquarters (New Delhi) and will be responsible for the management and oversight of a USAID funded project (hereby known as Project) administration and finance, including accounting, program finances, financial reporting, procurement, and general administration.
S/he will ensure efficient and effective use of the project resources under the direction of the Chief Financial Officer and under the overall guidance of Project Director. S/he will ensure that all project operations are in full compliance with USAID regulations, IPE Global policies, and Indian law. The activities to be undertaken by the individual will include, but not limited to:
• Overall responsibility for the management of project portfolio in accordance with the USAID regulations and organization’s policies and procedures.
• Administer the Award, monitor the use of awards as per approved budget and contractual requirements.
• Monitor on on-going basis the performance of award, track pipeline budget and expenditures, analyze the utilization / burning rate and present the same before management for necessary decisions.
• Maintain update of the funds available and funds required on an ongoing basis and submit timely fund request to the donors.
• Facilitate donor reporting by preparing timely, comprehensive financial reports as per the donor’s requirement.
• Ensure that recipient and its sub-awardees comply with all contractual obligations, financial reporting requirements and other requirement of the donor.
• Develop and manage annual, quarterly, and monthly project budgets.
• Review and scrutinize the project expenditures and financial documents.
• Supervise process and execution of all payments, ensure adequacy of documentation before processing the payments.
• Provide support in setting up the financial systems of project field / state offices as well as for the Sub-recipients.
• Overall coordination with state teams including support for the start-up and close-down of state programs and provide on-going general administrative support to state offices.
• Undertake periodic visits to field office(s)/partner offices for financial review, identifying the gaps in financial aspects of program management and providing required support for improvement.
• Ensuring smooth flow of fund at sub-awardees level for smooth implementation of project activity.
• Ensuring TDS, GST, EPF and other statutory compliances including but not limited to filing of Returns, Reconciliations, and other related matters.
• Facilitate and co-ordinate internal audit, statutory audit, and donor specific audits.
• Provide input in the development / amendment of the organization policies viz. travel policy, procurement policy, grants management manual, finance manual etc.
• Any other work as assigned by Chief Financial Officer and Project Director.
Qualifications:
The Candidate should be preferably a Chartered Accountant and / Postgraduate in Commerce with 8-10 years of relevant experience.
Experience Requirements:
• Strong understanding of accounting, finance, and management principles.
• Experience in management and accounting on large-scale programs.
• Experience of working with USAID funded projects is preferred.
• Experience in budgeting, implementation and reporting for projects.
• Proficiency with computers, especially bookkeeping software, and MS Office.
Essential/Desired Skills:
• Good judgment, analytical and problem-solving skills.
• Ability to work across sectors and lead large teams.
• Fluency in English and experience with donor agencies, including USAID.
