Reporting to the Medical Affairs Director, and working with the Department Hea, Pediatrics , the Department Manager (DM) is accountable for the design, implementation, and management of efficient and effective administrative systems and structures within the Department in support of the 1+ Sections. The DM ensures that all operating policies and procedures support the Department’s pursuit of excellence in clinical care, teaching, and research. Specific accountabilities include the development of administrative policies, practices and protocols, which are consistent with AHS and the University of Calgary, in support of the Department’s strategic goals, through which responsive and effective human, physical, administrative and financial support services are provided to the Department. This role operates within a blended culture of private physicians, public healthcare, and that of a traditional academic institution. This environment produces unique complexity interconnected cultures, priorities, and at times conflicting expectations from a diverse group of stakeholders. A major role is the oversight of a consultative process with department medical staff and internal & external stakeholders on strategic planning, business plans, performance measures, and annual reports for the Calgary Zone, the University and Alberta Health. Other responsibilities include initiating and facilitating projects with multi-stakeholders, managing data collection and budget projection and policy/procedure administration regarding departmental matters as well as developing briefings, special information reports and other materials for the Department Head. The knowledge gained and utilized in the above activities is critical to tactical management and the implementation of strategic plans.

Ensures seamless recruitment of new physicians to the Department. Statistical reporting for activity indicators in a timely, comprehensive, coordinated and accountable manner. Each physician program will reflect a clear assessment, definition, and scope of services with clinical service development, clinical care standards, and budget integration/accountability. Human and financial resources are effectively and efficiently managed within the Clinical Department. Ensures efficient, effective and equitable allocation of resources. Managerial reporting of all financial aspects that conform to the AHS Business Plan. Successful completion of the Departmental strategic plan within allocated budget and resources. Evaluative indicators and audit tools are established to meet all outcome targets to meet the Departmental and AHS goals and outcomes. Deadlines are set and met.

Required Qualifications:
A graduate degree in Business or Hospital Administration in combination with relevant work experience, or an equivalent combination of education and relevant work experience. Applicable course work in management or a business related discipline is essential to ensure the DM is qualified. 8-10 years prior experience in increasingly responsible positions of leadership, development and interpretation and implementation. A proven record of managing program delivery at both strategic and operational levels. Managing a diverse group of staff. The DM role requires combined knowledge of the provision of clinical services, related research and teaching services within healthcare and academia. Services and decisions made within these two distinct environments are delivered through the exercise of professional judgment. The incumbent’s decision-making requires extensive knowledge and is guided by the broad strategic goals and directions of the Department of Pediatrics, Faculty, University, and Alberta Health, as they apply to programs, budgets, physical and human resources. The DM consults with the Department Head when necessary but is expected to act with autonomy and discretion on any matter within the scope of authority provided to her/him by this position description.
Additional Required Qualifications:
Well-developed skills in strategic planning, problem-solving and critical thinking. Active collaborative decision maker, demonstrating a high degree of initiative and judgment. Exceptional project management and resource planning skills. Excellent written, oral presentation and interpersonal skills. Solid leadership and conflict management skills. Extensive knowledge of complex health care environments, the University of Calgary, and the Alberta Government. The DM must have the ability to build relationships with these important business partners. Seasoned financial management, familiar with the funding sources, administrative nuances involved in managing research grants, endowments, and other monies within an academic institution. Extensive knowledge of working within a physician dominated environment that provide research, teaching and clinical services. Strong functional knowledge of systems application, general information management understanding. (Word, Excel, Powerpoint, Access), e-mail, internet, PeopleSoft administrative systems including financials & human resources.) Excellent time management skills with the ability to set priorities and manage competing deadlines. Supervisory experience in a union environment and ability to promote a positive work environment. Understanding and ability to apply pertinent legislation: e.g. Health Information Act, Hospitals Act, FOIPP.
