Manager – e-governance experience 8-12 location delhi/ hyderabad/ vijaywada/ chandigarh/ patna/amravati job type full time job summary are you a technology enthusiast? do you think hosting a hackathon thrills you? msc works with governments to implement tech frameworks and solutions to transform the impact of programs. the scope of work entails hosting hackathons to identify solutions that bridge the critical gaps in government programs and to advise the government on implementing them.interested! discover more! essential skills ability to work with senior government officials and cxos in the private sector, lead assignments involving diverse project teams and to work with minimal supervision, proficient in microsoft word, excel and power point , leadership skills, decision-making skills, problem-solving skills, people-management skills and excellent spoken and written english. description lead a state-level operation and support the core team based out of delhi in: documenting best practices cases in technology frameworks/tools used for improvingpublic financial management in india or internationally working alongside the centraltechnology team (based out of delhi)facilitating process documentation for the existing public financial management (pfm)systems in the select state(s) (end-to-end) from allocation to expenditure reporting forselect program/schemes/ department alongside the process consultant/ pfm expertpreparing a to-be-scenario based on inputs received from the gap analysis studyconducted by the process consultant/ pfm expertresponsible for advising the states on digital tool implementation and integrationduring the pilot implementationfacilitate or conduct of a hackathon alongside associate partner or any other persondeputed by him/hercollaborating with various government departments, regulators, technology solutionsproviders, private sector partners, international organizations and governmentshosting delegations from governments and planning exposure visits alongside clientsand msc teamsupport gsi team in business developmentwriting/reviewing proposals and pitchespreparing related collaterals including case studiessupport the gsi team in planning and executing assignments with governmenttraining and capacity building of team members in mscpublish blogs, articles to promote msc’s work in national and international mediaparticipate in relevant events, conferences to represent msc qualifications:- b-tech (computer science)/ b-tech (information systems)/m-tech/be (computer science)/mca/ mba (it), any other relevant qualificationother relevant professional qualifications in line with areas of specialization essential experience:- 8-12 years’ experience in working with a big four consulting firm/ strategy consulting firm/technology consulting firm/ software or it solutions firm.experience working on state level pfms (public financial management system) or similar ict systems within the finance department is a mustexperience of ict in government systems/schemes and large transformation programs withgovernment/ multilateral/bilateral agency,etc.experience of developing detailed dpr for ict system and creation of boq and bom. desirable experience experience of conceiving use-cases of blockchain such as smart contracts and smart invoices on platforms such as etherum, hyperledger etcexperience of working in 1 or more states (ap, telangana, bihar and haryana)experience in one or more of the following functional areas –-public finance and expenditure (preferred)-direct benefit transfer (preferred)-social welfare program implementation-social protection programs-process reengineering and digitization-social welfare program implementation-project managementexperience of handling a large teamexisting relationships with government, multilateral agencies, donor agencies, think tanks and industry
