ACCOUNTABILITY STATEMENT:
The Manager, Integrated Network Planning is responsible for ensuring seamless coordination between inter-community motor coaches, passenger rail, and parcel delivery services across Northern Ontario. This role involves leading service planning, network optimization, and strategic expansion efforts to enhance connectivity and integration with regional transportation providers.

MAJOR DUTIES/ RESPONSIBILITIES:
Develop and implement long-term network strategies to enhance efficiency, connectivity, and ridership.
Optimize motor coach and rail services based on market demand, economic development, and regional needs.
Conduct scenario planning, forecasting, and data analysis to support network evolution.
Identify opportunities for new routes, service expansions, and intermodal connectivity.
Ensure alignment with Ministry of Transportation directives and regional growth strategies.
Build partnerships with municipalities, Indigenous communities, regional transit agencies, and industry partners for improved service coordination.
Act as a liaison with government agencies, advocating for supportive policies and funding.
Represent Ontario Northland in industry groups, public consultations, and advisory committees.
Lead cross-departmental collaboration to align planning with corporate priorities.
Manage third-party consulting studies, ensuring timely delivery of planning initiatives.
Prepare business cases, feasibility studies, and funding applications for service expansions and infrastructure investments.
Develop performance reports, impact assessments, and policy briefs to inform executive decisions.
Communicate complex planning concepts clearly and concisely to diverse audiences.
Establish key performance indicators (KPI’s) to measure service performance and planning success.
Implement a monitoring framework to track network efficiency and drive improvements.
Stay informed on industry trends, emerging technologies, and regulatory changes affecting transportation planning.

REQUIREMENTS:
University degree in Transportation Planning, Urban Planning, Business Administration, or 10+ years of relevant experience.
Preferred certifications include MCIP (Member of the Canadian Institute of Planners), Registered Professional Planners (RPP), Professional Engineer (P.Eng) or Project Management Professional (PMP)
Minimum 5 years in transportation planning, network optimization, or service development, preferably in public transit or intermodal transportation.
Proven experience leading complex projects and cross-departmental initiatives in a fast-paced environment.
Experience leading a team in a unionized environment with the ability to develop talent and foster collaboration.
Experience with third-party consulting oversight and overseeing contracts.
Ability to develop KPIs and performance reports with strong record keeping ability.
Experience with risk assessments and familiarity with emergency response protocols.
Experience writing business cases and applying for funding.
Proficiency in budgeting and financial analysis.
Familiarity with transportation scheduling and modeling software, CAD/AVL systems, and GIS mapping is an asset.
Experience engaging government agencies, municipalities, and Indigenous communities is an asset
Proven ability to analyze data, create scenario plans, develop actionable insights, and drive strategic decision-making.
Excellent communication and presentation skills, with the ability to convey complex planning concepts to diverse audiences.
Thorough understanding of MTO regulations and hours of service requirements is an asset.
Effective conflict resolution and strong negotiation skills.
Valid G driver’s license.
