About Us

By joining us, you will be part of a team where meaningful work, collaboration and innovation come together to help keep New Zealand’s skies safe and secure.
At the Civil Aviation Authority of New Zealand, we are constantly evolving to meet the demands of a changing environment and the aviation industry.
Recent legislative changes, along with an organisational realignment, have opened exciting new opportunities across the Authority. These changes are part of a broader effort to better position our teams for the future by enabling us to be more collaborative, efficient and effective in everything we do.
As we step confidently into our role as a modern regulator, we are embracing intelligence-led, risk-based approaches that help us make a real difference for our people and the communities we serve – with a strong value-for-money ethos. We’re also committed to enabling aviation participants to support economic growth in New Zealand's aviation sector.

About the role

The Civil Aviation Authority (CAA) is looking for a Manager Regulatory Intelligence on a full-time, permanent basis in our Asteron office in Wellington Central.
As the Manager Regulatory Intelligence, you will be responsible for managing a function that interprets the operating environment, identifies and monitors indicators of change, and provides a broad range of high-quality intelligence products to decision makers. You will play a key role in delivering an enhanced intelligence function that supports both safety and security outcomes.
Reporting to the Head of Triage, Analysis and Insights, you will foster the continuous improvement of the internal intelligence function, drive an intelligence-led culture, and delivery the CAA’s Intelligence Operating model.
The salary band for this position goes from $160,+11 to $224,304 with a target starting salary of $1+0,277. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader Authority for the same or similar roles.

What we’re looking for

To be successful in this role, you should be an experienced manager who has led teams in a complex, fast changing operating environment. This role will see you working with a wide range of internal and external stakeholders so the ability to build relationships and communicate effectively is essential.
You should demonstrate an in-depth understanding of how a regulatory agency functions and quickly gain an understanding of the aviation regulatory system. Additionally, you should bring considerable experience in the intelligence field with a proven capability to manage intelligence analysts producing independent, high quality analytical judgements across a range of areas.
