(Project Implementation Unit – SBM-U / Urban Sanitation Programmes)
Role Objective
The IEC & BCC Communication Specialist will be responsible for strategic communication planning, message design, campaign execution, media coordination, and documentation for Information, Education & Communication (IEC) and Behaviour Change Communication (BCC) activities under Swachh Bharat Mission–Urban (SBM-U).
The role focuses on translating sanitation and WASH indicators into effective citizen-facing communication, ensuring alignment with MoHUA guidelines, Swachh Survekshan toolkits, and ULB priorities, while supporting on-ground implementation and evidence creation.
Key Responsibilities1. IEC & BCC Strategy and Communication Planning
• Develop IEC & BCC strategies and action plans aligned with SBM-U 2.0 objectives and Swachh Survekshan requirements.
• Translate technical sanitation indicators into clear, relatable, and persuasive communication messages for citizens.
• Prepare campaign concepts, key messages, content calendars, and outreach plans for different target groups (households, BWGs, schools, markets, institutions).
• Support development of indicator-linked communication plans (segregation, Water+, ODF+, plastic ban, GVP elimination, RRR, etc.).
2. Campaign Execution & Field Communication Support
• Support execution of city-level, ward-level, and zone-level IEC/BCC campaigns.
• Coordinate with field teams, NGOs, and ULB officials to ensure message consistency during on-ground activities.
• Assist in organising thematic SBM drives, awareness events, workshops, rallies, and public meetings.
• Provide communication support for Zero Waste Events, Model Ward initiatives, and GFC-related campaigns.
3. Media & Outreach Management
• Assist in planning and coordination of FM/Radio, print media, outdoor publicity, social media, and digital campaigns.
• Draft content for press notes, social media posts, posters, leaflets, hoardings, audio-visual material, and IEC creatives.
• Ensure messaging is MoHUA-compliant, non-political, inclusive, and behaviour-oriented.
• Coordinate with design agencies and vendors for IEC material development.
4. Documentation & Evidence Creation
• Ensure proper documentation of all IEC/BCC activities, including:
• Geo-tagged photographs and videos
• Event reports and summaries
• Attendance sheets and engagement records
• Support indicator-wise documentation required for Swachh Survekshan, GFC, Water+, and ODF+/ODF++ submissions.
• Assist in preparation of presentations, reports, case studies, and best-practice notes for review meetings.
5. Social Media & Digital Engagement
• Support development and execution of ULB social media strategy aligned with SBM-U communication goals.
• Coordinate posting of activities, campaigns, and citizen engagement initiatives on approved platforms.
• Work closely with IEC and MIS teams to ensure online communication matches field activities and data submissions.
6. Stakeholder & NGO Coordination (Communication Support)
• Support coordination with NGOs, CSOs, RWAs, schools, youth groups, and community organisations for communication-led interventions.
• Assist NGOs and field teams in using standardised IEC messages and tools.
• Facilitate communication material support for community mobilisation activities.
7. Monitoring, Feedback & Improvement
• Track reach, engagement, and effectiveness of IEC/BCC campaigns.
• Collect feedback from field teams and communities to improve messaging.
• Support refinements in communication strategy based on assessment feedback and citizen response.
Qualifications
• Master’s degree in Mass Communication / Journalism / Media & Communication / Development Communication from a recognised institution.
• Bachelor’s degree in communication or social sciences with strong SBM-U experience may be considered.
Experience
• Minimum 2–5 years of experience in:
• IEC/BCC campaigns
• Social or development communication
• Government, ULB, NGO, or donor-funded programmes
• Prior exposure to urban issues, sanitation, WASH, health, or environment-related communication is highly desirable.
• Experience in field-based campaigns and documentation preferred.
