Job Summary
The Senior Manager, Strategic Partnerships and Operations provides leadership and operational oversight for ATM’s research initiatives, translating strategic vision into actionable programs and efficient operational processes. The Senior Manager will work closely with the Director of Academy of Translational Medicine (ATM) to lead the operation and implementation of various strategic projects within ATM, including building a network of consultancy and excellence for translational medicine and regulatory science; and liaising with internal and external organizations for the integration of strategic priorities and operational requirements to align with the Unit’s mandate.

The UBC Vancouver Campus is located on the traditional, ancestral, and unceded territory of the xʷməθkʷəy̓əm (Musqueam) people. The City of Vancouver is located on Musqueam, Squamish, and Tsleil-Waututh First Nations territory.
The ATM at the University of British Columbia (UBC) is established by the Faculty of Medicine. The ATM is a nucleus for translational and regulatory science research, education and training, and innovation. The ATM is a strategic imperative for the Faculty of Medicine and has a mandate to collaborate with other units in the Faculty of Medicine, the wider University, and beyond to accelerate the translational medicine continuum. The ATM will drive impactful medical and policy research to create new knowledge to improve health outcomes and benefit society. The ATM will be a nucleus for the development of new academic and training programs, creating a cutting-edge ecosystem in which top educators and researchers train the next generation of health innovators. The ATM has supported the recruitment and establishment of over 36 new faculty.
The Senior Manager, strategic Partnerships and Operations is the ATM's senior administrative liaison for the Faculty of Medicine and central UBC units, fostering interdisciplinary collaborations, building an internal and external network of translational medicine and regulatory science consulting, contributing to administrative policies and processes, participating in committees, and disseminating communications and changes in institution and specific policies of the ATM. This position develops relationships with partners internal to UBC and the Faculty of Medicine as well as those external, including Health Canada, l'Institut national d’excellence en santé et en services sociaux (INESSS), Canada's Drug Agency (CDA-AMC), partner institutions, health authorities, industry, collaborative research partners, and others as required to advance relationships, facilitate appropriate administrative support, and ensure consistent application of policies and practices in ATM operations.
Work Performed
Leadership in Research Development and Strategic Support:
Leads the translation, execution and implementation of the ATM’s programs and strategic initiatives, including establishing and participating in ATM committees, working groups, and translational consulting networks, as required, and supporting strategic priorities, including through ensuring community representation, and achieving administrative and operational efficiencies.
Works under the direction of and in partnership with the ATM Director and Associate Director, meeting weekly to develop strategies to improve ATM operations, advance strategic priorities, and to operationalize new and existing research programs and initiatives.
Leads relationship management with collaborators, research partners, funding agencies, etc., including facilitating networking and linkages.
Leads strategic research projects by prioritizing, developing and accessing organizational needs and design of project timelines and workflow, such as setting priorities and goals.
Acts as advisor to senior academic leads on strategic initiatives, ensuring that projects are executed with appropriate time frames and within defined scope and budget.
Develops and implements innovative solutions to meet defined needs and challenges.
Develops tools, policies and procedures required to support major projects, and providing oversight of their implementation.
Develops and implements appropriate frameworks to support funding applications for large-scale institutional research projects.
Research Administration and Financial Management:
Leads all operations, research administration, and financial management to meet goals and objectives of the ATM and its research programs. Responsible for overseeing, negotiating and ensuring inter-institutional transfers of research funds.
Develops regulatory infrastructure and works to establish regulatory science practices and policies, including continuously monitoring and reviewing regulations, policies, and practice requirements related to translational medicine and regulatory science, identifying gaps and opportunities for improvement.
Responsible for contracts and budgets associated with the research, educational and consulting activities within the program parameters.
Oversees and manages the budget for the ATM ensuring long-term success of the programs and strategic initiatives.
Strategic Initiatives and Direction:
Manages and oversees the implementation, project planning, and development and execution of strategic priorities, goals and objectives for ATM from inception through completion; participates in committees, working groups, task forces as required in support of strategic priorities and administrative and operational efficiencies ensuring wide ranging community representation and engagement.
Researches, designs and delivers regular reports to the Director, ATM for discussion with the UBC and Faculty Executives regarding progress towards plan initiatives and actions.
Recommends plans for long-term sustainability to support the continuation and expansion of ATM.
Manages the development of strategic priorities and research initiatives for the ATM and its members.
Plans and directs delivery of operational services and systems, as well as leads business process reviews and operational effectiveness initiatives.
Develops, leads and implements the required operational change initiatives and system changes required to maintain optimal support, operational practices, policies and procedures.
Works with the ATM Director and other Faculty of Medicine leadership to develop, further advance and improve interfacing of education programs and to establish related priorities, including working to educate interdisciplinary researchers in navigating the translational pipeline from discovery through clinical trials, commercialization, regulatory affairs, reimbursement, and implementation.
Establishes research and technology platforms to support the rapid progression of new discoveries through the translational pipeline.
Collaboration and Partnership:
Identifies research opportunities for collaboration with industry and government funding partners. and oversees the launch of new initiatives that streamline partnership development.
Maintains relationships with business development directors and managers across UBC campuses, at other research institutions and industry partners.
Leads relationship building between relevant researchers and collaborators from industry, government, and not-for-profit sector.
Supports academic and commercial partnerships to advance bio-innovation both nationally and internationally.
Creates new and fosters existing relationships with key local, national, and global organizations to increase awareness of opportunities for ATM.
Through the University-Industry Liaison Office, may assist with Intellectual Property and Commercialization issues around research contracts, material transfer agreements and non-disclosure agreements.

Consequence of Error/Judgement
Errors in performance of the above-related duties could have a significant impact on the effectiveness of research operations of the ATM and eventually to the financial status of the program. Inappropriate judgment could result in loss of potential research and/or infrastructure opportunities, or cause damage to the program s reputation.

Supervision Received
Works closely with the ATM Director. This individual will be expected to work independently in accordance with established objectives and exercise initiative and judgment in performing all work-related functions.

Supervision Given
Direct and indirect supervision of administrative, research, and education office staff groups through multiple levels of subordinates with responsibilities in administration, finance, education, IT, space, and faculty support.

Minimum Qualifications
For research work, a post-graduate degree or equivalent professional designation with a minimum of four years of related experience, or an equivalent combination of education and experience. Otherwise, an undergraduate degree in a relevant discipline is required with a minimum of six years of related experience, or an equivalent combination of education and experience.

Preferred Qualifications
Post-graduate degree or equivalent professional designation in regulatory science, regulatory affairs, or business administration and/or biomedical research. PhD in a relevant discipline preferred. Proven track record of successful grant development and submissions. Experience working at a management level within an academic setting with related experience in strategy development and implementation of academic and research programs. Experience in a senior administrative role managing complex relationships, preferably in a university environment or other large organization. Knowledge and experience in organizational governance. Demonstrated experience in financial, human resources and communications management. Experience in the development and review of research proposals and development of program reports.
