An exciting opportunity awaits for you to join our newly formed strategic team within the Directorate of Investigations, Oversight & Casework (IOC).

As Deputy Director for Demand, Resourcing & Performance, you will form part of the senior leadership team. Reporting directly into the Deputy Director General Investigations, Oversight & Casework, you will facilitate the delivery of all Investigations, Oversight and Casework activity through strategic, proactive management of demand, resources, and performance.

You lead and manage three enabling teams; the Assessment Unit, Business Management, and Specialist Support. Our high performing national teams all work towards a shared objective, and you will play a pivotal role in setting the strategy and leading the development of business and delivery plans.

You will play a key role in leading, managing, and developing and will have direct line management responsibility for: The Head of Assessment, IOC Business Manager and the Specialist Services Lead (new role).

The main responsbilitiies fall under the six main criteria as follows: Leadership & Management, Delivery, Corporate Responsibility, Decision Making, Cultural Competence, Equality, Diversity & Inclusion & Comunication and Engagement. Leadership & Management
• Lead a newly formed team, setting clear direction, managing change and embedding new ways of working.
• Provide inspirational leadership that promotes equality, diversity, and inclusion
• Direct Line management and responsibility for: The Head of Assessment, IOC Business Manager and Specialist Services Lead (new role).
• Resource and budget management in line with a challenging efficiency and transformation programme.

Delivery
• Lead the development of organisational approach to demand and resourcing in the Investigations, Oversight & Casework Directorate.
• Set strategy and lead the development of business and delivery plans.
• Analyse and identify patterns and trends in productivity and demand and use this to strategize improvements in delivery.
• Ensure a future focussed workforce plan is developed in conjunction with the People Business Partnering team
• Manage and review performance and productivity against clear targets and support the DDG and IOC Directors in achieving them.
• Chair National Tasking meetings to regularly review IOC performance and resourcing to ensure that we are meeting our performance targets.
• Provide strategic and tactical advice in the response to critical incidents, bringing together resources from across the organisation to respond in the most effective way.
• Lead the development of an IOC Skills & Talent Map to allow intelligent resourcing decisions based on skills and capability as well as availability and location.

Corporate Responsibility
• Contribute to the setting of corporate strategy, policy, governance, and corporate culture.
• Ensure high integrity and transparency in the use of public money.

Decision Making
• Delegated decision making from Deputy Director General of Investigations, Oversight & Casework in relation to demand, resourcing and performance.
• Decide and direct IOC resources to ensure maximum efficiency, effectiveness and performance.

Communication & Engagement
• Liaise with relevant Boards, Groups and Committees on matters relating to IOC demand, resourcing and performance.
• Build close and effective working arrangements specifically with partners in the Data, Performance and People Teams.

Cultural Competence, Equality, Diversity & Inclusion

Experience

Relevant qualification and significant complimentary experience relating to demand, resourcing and performance.

Additional Information

The IOPC is not eligible to participate in the Civil Service transfer process, therefore successful candidates will not be able to transfer to the IOPC on their existing terms and conditions.

The IOPC does not participate in the UK Visa Sponsorship Scheme therefore, candidates will have to provide evidence of their Right to Work in the UK if offered a role with us.

The Defence Awarding Organisation (DAO) develops and awards Ofqual accredited vocational qualifications for use by armed forces personnel (regular and reserve) and MOD Civil Servants, in recognition of defence training.

The SO2 DAO Qualification Development Manager plays a critical role in ensuring the currency and quality of DAO's accredited qualifications. This position supports the delivery of registered qualifications across all services (Army, RN, RAF) and Defence (STRATCOM).

Key Responsibilities
• Develop, review, and register DAO accredited qualifications.
• Ensure the design and development of qualifications meet Defence and Ofqual policies.
• Manage an efficient assurance and audit framework for over 20+ DAO Awarding Centres.
• Undertake line management, mentoring, and countersigning tasks.
• Provide support and guidance to potential new Awarding Centres, ensuring they meet DAO Centre and Ofqual requirements.
• Update DAO policy to ensure compliance with Defence, Ofqual, and The Regulated Qualifications Framework (RQF).
• Act as a point of contact for DAO Qualifications, addressing issues and coordinating the registration of qualifications with Ofqual.
• Liaise with key personnel and external agencies to ensure best practices with qualification delivery.
• Act as a consultant on Defence accreditation issues related to DAO qualifications.

Working in a regulated environment, the successful candidate should be organised, detail orientated and have excellent communication skills.

A background in education is desirable but not essential, and there are opportunities to gain Level 3 and 4 qualifications to support the role.

Job Description

The successful candidate will have responsibility for, but not limited to, the following areas:
• Undertake line management, mentoring and countersigning tasks as required by the role. This role has 1 direct reportees SO3 DAO Business Support 1 and will deputise in absence of SO1 DAO Responsible Officer (RO) (as required).
• Undertake learning and development and upskilling as required.
• Responsible for the efficient mapping, review process, development, delivery, and award of allocated DAO qualifications in support of Defence accreditation policy and Ofqual regulations.
• Write, update and implement DAO policy to ensure compliance with Defence, Ofqual and RQF policies.
• Manage Fee Earner Qualification Developers by Identifying, supporting selection, and maintain log of currency ensuring contracts documents and HR Form 382s are processed.
• Generate new business for the DAO, offering support and guidance to potential new Centres in maximising all accreditation opportunities and ensuring that they meet the DAO Centre and Ofqual requirements.
• Manage & update Qualification section on QMS with new qualifications and update ongoing risk-based findings from Awarding Centre visits.
• Act as point of contact to appointed DAO Centres for DAO Qualifications, ensuring that issues are dealt with effectively and coordinating the return of EQA and visit reports from a qualification perspective.
• Liaise with key personnel and outside agencies on all matters relevant to DAO qualifications to ensure currency and best practice for all DAO procedures.
• Act as a consultant on Defence accreditation issues in relation to DAO qualifications.
• Any other ad-hoc requests directed by line management chain.

Person specification
• Excellent communication skills, both orally and in writing.
• Good working knowledge and experience of using, Microsoft 365 applications: Outlook, SharePoint, Excel, Word and Teams.
• Proven organisational skills. Able to balance competing demands, with the ability to prioritise tasks, to delivered outcomes on time and to a required standard.
• High level of attention to detail
• Able to work independently and as part of a team.
• Ability to develop and maintain strong working relationships within the organisation and with partner organisations
