Primary objective

Lead the development of policies, programs and relationships in the areas of international school education and international

partnerships.

Context statement

The Strategic Initiatives team sits within the Strategic Policy team, in the broader division of Strategic and Business Services.

The Strategic Policy team leads the design and implementation of strategic policy and reform priorities of the Education

Executive Board and other government commitments.

Key duties and responsibilities

1. Manage the development and implementation of international education policy, projects and operations.

2. Manage, monitor and review centralised international student administration including fee payments, payment plans and

debt collection.

3. Manage international education agreements including monitoring, reviewing and evaluation.

4. Consult and build networks with schools and internal and external international education stakeholders.

5. Research and draft policies and guidelines, and high-level reports, briefings, ministerial correspondence and Cabinet

submissions.

6. Provide high level advice in relation to Commonwealth and NT legislation including the NT Education Act 2015 , the

Education Services for Overseas Students Act 2000 and the National Code of Practice for Education and Training to Overseas

Students 2018.

Selection criteria

Essential

1. Demonstrated skills and experience in policy, research, critical analysis and provision of informed advice, demonstrating

strong conceptual and analytical skills, including financial and statistical analysis.

2. High-level communication skills with the ability to articulate ideas clearly and fluently, both orally and in writing.

3. Demonstrated ability to interpret and apply legislation and policy in a complex and changing environment.

4. Successful experience in leading and managing projects and building and maintaining networks with stakeholders to

maximise program delivery and achieve strategic directions.

5. Ability to interact effectively with people from diverse cultures.

Desirable

1. Tertiary qualification relevant to the role.

2. Knowledge of NT and national strategic priorities for education, including international.
