Position Description
• *This posting is restricted to current employees of the Finance & Property Services Department within the City of Minneapolis.**

This position will supervise and coordinate the processing of complex payrolls or accounts payable and the maintenance of related records.

Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities
• Supervise the work of payroll time entry clerks or accounts clerks engaged in processing financial/payroll activities and maintaining appropriate records.
• Manage staff performance, participate in hiring, promoting, transferring, disciplining and terminating employees provide training, coordinating development needs and evaluating employee performance.
• Enforce standards, and provide leadership and advice to assigned staff.
• Audit payrolls during and after processing to ensure accuracy in wages, benefits, vacations, sick leave, funeral leave, wage changes, suspensions and other payroll categories.
• Supervise the processing of payment requests and vendor invoices for City agencies and maintain a file of City vendors and provide general customer service and education to City staff on accounts payable or payroll procedures.
• Act as an official liaison for State financial audits of the area to which assigned.
• Oversee the accurate preparation of workers' compensation or job bank payroll.
• Research, prepare and document IRS forms, pension reports, outside trades reports and procedures such as levies, garnishments, court orders, and direct deposits.
• Interpret for payroll clerks and/or accounts clerks and other staff rules for paying bills, reporting taxes, Civil Service rules, union contracts, City Ordinances and other laws and rules that impact financial transactions.
• Ensure accuracy of assignment of accounting funding for payrolls and /or accounts payable activities.
• Audit processed financial transactions for errors and take action to correct problems discovered.
• Responsible for the monitoring of year-end activities related to the closing of unused purchase orders or requisitions created within the Central Requisitions and Receiving unit.
• Ensure the accuracy of assignment of timely accounting charges to the appropriate cost centers

Working Conditions: Normal office setting.
Required Qualifications

Minimum Qualifications
High School Diploma with related college course work in Accounting or equivalent

Minimum Experience
Five year's Accounts Payable experience (supervisory experience preferred).
Equivalency
An equivalent combination of education and experience may be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Union Representation
This position is not represented by a collective bargaining agreement.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities
• Supervisory experience preferred.
• Good knowledge of modern office software including, word processing, spreadsheets, and databases.
• Thorough knowledge of payroll processing, accounts payable processing and accounting practices including, federal, state, and local laws as well as knowledge of Sales and Use Tax Laws.
• Knowledge of supervisory techniques and ability to delegate work and supervise.
• Good knowledge of automated financial systems.
• Good communication skills.
