We work at the intersection of data, technology, design and social science to strengthen access to public information, evidence-based decision-making and citizen participation in governance. CivicDataLab (CDL) harnesses the potential of open knowledge movements to strengthen the data-for-public-good ecosystem and enable citizens to engage in matters of public reform. We work closely with governments, non-profits, think-tanks, media houses and universities to enhance their data and technology capacity to better data-driven decision-making at scale.

Our current areas of expertise include digital public goods & infrastructure (DPGs & DPI), climate change, public finance, urban development, open contracting and law & justice. We have co-created digital public goods like open data platforms, data exchanges, data science models and citizen-led apps for improving participatory data-driven governance in India and other countries.

We are looking for

A technical lead to support our various interventions through open data platforms and open-source tools, focusing from development to leading teams. These efforts will help our partner organisations increase discoverability, searchability and uptake of open data in key social sectors like digital public goods & infrastructure (DPGs & DPI), climate change, public finance, urban development, open contracting and law & justice. We are looking for people who are strongly aligned with our values and have an innate sense of problem solving, architecting solutions and adapt well to dynamic environments. They will work alongside data strategists, public policy researchers and other stakeholders to develop platforms that help citizens participate and engage in discussions and assist policy-makers and researchers in working with open datasets. RequirementsWhat You’ll Be Doing
• Project Leadership: Lead and manage large-scale, complex projects from inception through to completion, ensuring they are delivered on time, within scope, and budget.
• Architectural Design: Develop and implement robust architectural frameworks and strategies that align with business objectives and technological advancements.
• Stakeholder Management: Coordinate with stakeholders, including government partners, senior management, and team members, to define project scope, goals, and deliverables.
• Product Management: Scope, plan, manage and deliver products of diverse usecases and applications.
• Risk Management: Identify potential risks and develop mitigation plans to ensure project success.
• Team Leadership: Mentor and guide junior team members, fostering a collaborative and high-performing team environment.
• Quality Assurance: Ensure that all projects adhere to quality standards and best practices.
• Communication: Facilitate clear and effective communication between all project stakeholders, providing regular updates and reports on project status.
• Continuous Improvement: Stay abreast of the latest industry trends and technologies, and continuously seek opportunities to improve project management and architectural processes.

Skills you should bring
• Thorough knowledge of Python, Django and other related web frameworks.
• Should be well versed with scalable infrastructure practices such as microservice architecture, infrastructure as code, distributed systems, scaling methods, load balancing and more.
• Ability to lead and work with a multidisciplinary team.
• Should have an understanding of handling and manipulating data and querying mechanisms (SQL and alike) as well as data cleaning and manipulation.
• Should have sound knowledge of best practices for indexing and querying, normalising, working with distributed databases, caching methodologies and more.
• Should be familiar with maintaining large open-source projects.
• Prior experience leading technology efforts in a diverse environment.
• Ability to actively engage with multiple stakeholders (like governments, civil society organisations, researchers, media and more) to plan and execute development sprints.

Good to have
• Prior experience in working with FOSS (Free and Open Source Software) communities.
• Familiarity working with Agile methodologies and Scrum processes.
• Engaging with government or research-based organisations on past projects will be a big plus.
• A good sense of humour.
• Prior experience of building solutions for government organisations.

Remuneration:

₹ 20 - 24L per annum

Wellness Allowance

Since you work remotely, we emphasise the wellness of our bandhus. Professional growth and development Allowance

At CivicDataLab, we encourage everyone to take up things that help one grow professionally, and you get an annual kitty of INR 60,000 to do so. This includes setting-up your entire home office, attending or speaking at conferences and workshops, taking courses, acquiring hardware or software licences or even joining summer schools. We feel that learning a skill should never be a hurdle to solve important problems for the community.
