The City of Victoria is seeking a motivated and experienced Water Resources Engineer to champion the planning and delivery of essential water, stormwater and wastewater projects. Reporting to the Manager of the Underground Utilities Section, our successful candidate will lead a skilled technical team focused on the design and delivery of vital infrastructure projects. You will also serve as the Engineer of Record for internally designed projects and play a key role in implementing quality control processes to ensure compliance with the Professional Governance Act.

Collaborating with both internal and external partners, the Water Resources Engineer plays a key role in achieving reliable public infrastructure that supports everyday life in Victoria.

Position Summary:
Reporting to the Manager of Underground Utilities Section in the Engineering division, the Water Resources Engineer oversees a technical team in the design and delivery of water, stormwater, and wastewater infrastructure projects. This position also oversees asset management programs, capital projects, programs, planning, and coordination activities related to the upgrade and maintenance of all City water, stormwater and wastewater infrastructure. Collaborating with both internal and external partners, the Water Resources Engineer plays a key role in achieving the Section’s objectives.

Major Accountabilities:
Lead the Underground Utilities design team’s delivery and management of annual water, stormwater and wastewater capital programs and projects, including:

Develops and presents recommendations for multi-year capital budget levels to maintain and improve assets.
Works with project managers to develop, monitor and manage project work plans (scope, budget, schedule, quality, risk, resources).
Works with other internal teams to coordinate integrated designs.
Analyzes and assesses requirements and recommends optimal methods for mitigating risks and issues pertaining to assets and asset management programs.
Coordinates and leads the departmental review process for design drawings, including designs related to external development, identifying and resolving issues as required with minimal guidance.


Develop and manage the City’s water, stormwater and wastewater engineering requirements under the Professional Governance Act:

Adopts and implements quality control processes and procedures and participates in sustaining the Quality Management System (QMS) through Quality Audits and business process improvements.
Establishes and implements technical specifications, standards and related work processes.
Continually monitors engineering processes and identifies opportunities to drive continuous improvement.


Acts as the “Engineer of Record” for internal design projects:

Oversees the preparation and approval of water, stormwater and wastewater designs and associated engineering standards.
Responsible for approvals as related to design engineering requirements, adhering to both City and professional standards.
Provides expertise by applying best practices to a wide range of design issues.


Leads a team of technical staff:

Leads a team of technical staff to develop infrastructure designs with a focus on implementation of utility master plan projects, emergency and operational requirements.



Project Oversight:

Responsible for leading project lifecycles for both small and large projects, including budget and overall project management.
Prepares and reviews project designs, technical reports and specifications for capital projects.
Responsible for establishing the scope of work and preparing documentation for procurement of professional consulting services for complex projects, critically evaluating proposal submissions, and managing and overseeing consultants.


Represents the City by building strong working relationships through collaboration with City departments, other organizations, government agencies and the public including:

Prepares and updates project schedules, technical materials, presentations and draft reports, providing recommendations and findings to senior staff.
Assists with the coordination of workshops and meetings.
Acts as the Subject Matter Expert (SME) to staff for advice and guidance on potential design approaches and challenges.
Represents the City in public engagement processes, including attendance at weekend and evening meetings and workshops.
Prepares and makes presentations to Council, Committees of the Whole, and advisory committees.


Qualifications:

Bachelor of Applied Science in Civil Engineering or equivalent.
Membership as a Professional Engineer (P.Eng.) with Engineers and Geoscientists of British Columbia (EGBC).
A minimum of 4 years’ related experience following professional registration with demonstrated success leading effective teams.
Expertise in water, stormwater and wastewater engineering design, construction, and project management.
Master Municipal Contract Documents Administrator’s Course- Certified Contract Administrator. (16 hours plus exam time) would be considered an asset.
Project Management Professional (PMP) certification would be considered an asset.
Experience and proficiency in Civil 3D and AutoCAD would be considered an asset.


Knowledge, Skills and Abilities:

Sound knowledge of quality management systems, the Professional Governance Act, Engineers and Geoscientists BC Regulation of Firms Permit to Practice, and relevant practice Guidelines.
Knowledge of and the ability to interpret and apply relevant legislation, bylaws, rules, regulations, policies and procedures related to water and wastewater infrastructure.
Knowledge of municipal asset management principles.
Proficient in the principles of project management.
Analytical skills to identify challenges and propose solutions.
Excellent written and verbal communications skills, including report writing and presentations.
Strong interpersonal skills with the ability to build and maintain relationships in complex, time sensitive situations.
Ability to explain complex concepts and collaborate with internal and external stakeholders to achieve shared solutions and departmental goals.
Proven leadership abilities and a proactive approach to resolving project conflicts.
