The Department of Veterans’ Affairs (DVA) People Services Branch supports the department to provide safe, healthy and productive workplaces. Within the branch, the Work Health and Safety (WHS) and Health Case Management (HCM) functions are responsible for the day to day delivery of operational services that support managers and employees and ensure compliance with legislative and policy requirements.
These APS6 roles sit within the People Services Branch and operate in a fast paced, operational environment. The work is practical, consultative and outcomes focused, requiring regular engagement with line areas, employees, unions and external providers. The roles support early identification of risks and issues, timely intervention, and appropriate management of safety and health matters across the department.
This recruitment process will be used to fill either a Work Health and Safety role or a Health Case Management role at the APS6 level. Applicants must clearly state in their application which role they wish to be considered for.
DUTIES
Duties will vary depending on the role nominated and may include:
Work Health and Safety (WHS)
Providing operational WHS advice to managers and staff on physical and psychosocial hazards
Supporting the identification, assessment and control of WHS risks, including participation in workplace and psychosocial risk assessments
Assisting with incident and hazard reporting, investigations and follow up actions
Monitoring WHS controls and supporting corrective actions
Contributing to WHS reporting, data analysis and trend identification
Supporting consultation arrangements, including engagement with health and safety representatives and committees
Assisting with the implementation and review of WHS policies, procedures and frameworks
Health Case Management (HCM)
Managing workers’ compensation and work related health cases from initial notification through to resolution
Supporting early intervention approaches to minimise the impact and duration of work related injury or illness
Coordinating rehabilitation, recovery at work and return to work arrangements in line with legislative and policy requirements
Liaising with employees, managers, treating practitioners and rehabilitation providers (where applicable)
Providing advice to managers on workers’ compensation obligations, injury management, suitable duties and capacity for work
Supporting compliance with relevant legislation, policy and departmental frameworks governing compensation and rehabilitation
Maintaining accurate case records, medical documentation and claim related reporting
DESIRABLE QUALIFICATIONS AND EXPERIENCE
While there are no mandatory qualifications for these roles, the following knowledge, skills or experience may be beneficial depending on the role nominated.
Work Health and Safety (WHS) – desirable
Tertiary qualifications in Work Health and Safety, occupational health, psychology, human factors or a related discipline
Practical experience applying WHS legislation, codes of practice and policy frameworks
Experience supporting the identification, assessment and control of physical and/or psychosocial risks
Experience assisting with incident investigations, corrective actions and monitoring of controls
Experience contributing to WHS data analysis, reporting and continuous improvement activities
Health Case Management (HCM) – desirable
Experience managing workers’ compensation or work-related injury and illness claims
Experience in early intervention, injury or illness management and return-to-work outcomes
Experience liaising with employees, managers, treating practitioners and external rehabilitation providers
Understanding of workers’ compensation legislation, rehabilitation principles and fitness for duty frameworks.
Desirable across both roles
Experience working in a government or highly regulated environment
Experience applying legislation, policy and procedural guidance to complex individual circumstances
Strong stakeholder engagement skills and the ability to build constructive working relationships
Experience contributing to the development, review or improvement of policies, procedures or frameworks
ELIGIBILITY
Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
Any successful candidate external to DVA offered employment will be required to undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
Any successful candidate will also be required to obtain and/or maintain, a baseline Vetting (AGSVA) security clearance as a minimum.
