Job Description
The Budget Specialist performs professional and technical work in the preparation, analysis, and administration of the County’s annual operating and capital budgets. This position supports the County Auditor’s Office in developing, maintaining, and monitoring the County’s financial plans, ensuring compliance with applicable laws, policies, and generally accepted accounting principles (GAAP). The role requires a strong attention to detail, analytical capability, and the ability to communicate effectively with elected officials, department heads, and staff.
EXAMPLE OF DUTIES
Essential Duties and ResponsibilitiesAssists in the preparation, analysis, and administration of the County’s annual operating and capital budgets.Compiles, verifies, and consolidates departmental budget submissions and assists with budget hearings and workshops.Prepares budget amendments, fund transfers, and supplemental appropriation requests in accordance with Texas Local Government Code and Commissioners Court directives.Monitors county expenditures and revenues, including the receipt of tax revenues, intergovernmental transfers, and departmental collections; analyzes cash flow trends and budget performance to ensure compliance with the Texas Local Government Code and adherence to sound financial management practices.Reviews and analyzes financial data, expenditure trends, and departmental requests for accuracy and reasonableness.Prepares financial reports and presentations for management, Commissioners Court, and external stakeholders.Works closely with the County Judge, County Auditor, and Treasurer’s Office to ensure proper accounting and reporting of budget transactions.Assists in the development of multi-year financial forecasts, fund balance projections, and reserve analyses; reviews and monitors Tax Abatement and Tax Increment Reinvestment Zone (TIRZ) agreements to evaluate fiscal impact, ensure compliance with contractual terms, and incorporate related obligations into long-range financial planning. Provides technical support and budgetary guidance to County departments.Establishes and maintains effective working relationships with the Ellis Appraisal District and the County Tax Assessor-Collector to ensure accurate assessment, levy, and collection data for budgeting, revenue forecasting, and financial reconciliation purposes.Performs related duties as assigned by the County Auditor or County Judge.
SUPPLEMENTAL INFORMATION
CompensationAnnual Salary Range: $100,000 – $113,000 Commensurate with qualifications and experience. Includes Ellis County benefits and participation in the Texas County & District Retirement System (TCDRS).
