Position Overview:

Reporting to the Supervisor of Planning & Development, the Building Safety Codes Officer is responsible for delivering a full range of Safety Codes services under the building discipline. This position ensures that construction activities within the Town of Canmore comply with the Alberta Building Code, Safety Codes Act, Quality Management Plan, Building Permit Bylaw, and all applicable municipal policies and standards. As a member of the Planning & Development team, the Building Safety Codes Officer provides professional, timely, and customer-focused services that support community safety, regulatory compliance, and organizational excellence.

Core Accountabilities:

Safety Codes Administration & Enforcement
Administers Safety Codes services for the building discipline in accordance with the Alberta Building Code, Safety Codes Act, Quality Management Plan, and municipal bylaws
Reviews, evaluates, and issues Building Permit applications by assessing compliance with applicable codes, regulations, and Town standards
Conducts inspections across all types and scales of buildings to verify compliance throughout construction
Exercises delegated authority to withhold, suspend, revoke, or extend permits in accordance with established processes
Investigates complaints and incidents of non-compliance and undertakes enforcement action as required
Inspections & Field Operations
Schedules, conducts, and documents inspections with builders, contractors, and applicants
Identifies deficiencies, issues orders and conditions, and follows up to ensure corrective actions are completed
Applies professional judgment to assess risk, interpret site conditions, and determine appropriate compliance strategies
Ensures inspection activities are conducted safely and in accordance with environmental and workplace safety practices
Technical Advice & Stakeholder Support
Provides clear, accurate technical guidance on building and safety codes to contractors, designers, developers, and the public
Coaches applicants through permitting and compliance processes, including resolution of deficiencies
Educates stakeholders to support understanding of safety codes requirements and encourage voluntary compliance
Consults with internal departments, provincial authorities, and external agencies on complex or high-risk matters
Records Management & Reporting
Accurately creates, maintains, and updates permits, inspection records, orders, correspondence, and reports in CityView and other data management systems
Ensures documentation meets legislative, audit, and Quality Management Plan requirements
Provides reports and technical information to Administration, Council, provincial and federal agencies, and other municipalities as required
Continuous Improvement & Professional Practice
Identifies opportunities and provides recommendations to improve inspection practices, permitting processes, and service delivery
Reviews and contributes to ongoing optimization of systems, procedures, and workflows
Maintains current knowledge of legislation, codes, and industry best practices
Participates in relevant training and professional development required to maintain certification and competency
Collaboration & Organizational Support
Works collaboratively with Planning & Development staff and other municipal departments to support integrated service delivery
Shares technical expertise and communicates emerging issues, trends, and risks with the Manager and team
Contributes to departmental initiatives and undertakes related duties as assigned
Health & Safety
Understands and fulfills the Worker responsibilities as outlined in the Town of Canmore Health & Safety Directive
Participates in the Town’s health & safety program and complies with all legislation, policies, directives, procedures, and Safe Work Practices relevant to the tasks being performed
Works in a manner that is safe and protects the health and safety of self and others
Refrains from causing or participating in harassment or violence
Reports injuries and incidents/concerns about unsafe or harmful worksites, acts, or conditions

Inspection, Enforcement & Risk Management – Conducts thorough inspections, identifies deficiencies, and issues orders or enforcement actions as required; prioritizes risk to life safety and property; follows established processes to achieve timely and effective compliance
Collaboration & Relationship Building – Builds effective working relationships with internal departments, builders, contractors, designers, regulators, and the public through professionalism, consistency, and respect
Communication & Customer Service – Clearly communicates technical and regulatory information to non‑technical audiences; provides guidance and education to support understanding of requirements and resolution of deficiencies; manages challenging or contentious interactions with fairness and professionalism
Planning, Organization & Results Orientation – Manages multiple permits, inspections, and enforcement files concurrently; meets legislated timelines and service standards; maintains accurate, complete, and timely documentation and records
Initiative & Continuous Improvement – Demonstrates initiative in identifying improvements to inspection practices, permitting processes, and service delivery; contributes ideas to enhance efficiency, consistency, and customer experience; remains current with evolving codes, legislation, and inspection practices
Adaptability & Professional Resilience – Maintains effectiveness when priorities shift, workloads fluctuate, or complex issues arise; responds constructively to feedback, change, and ambiguity within a regulated and public‑facing environment

Education & Qualifications:

Required
Journeyman certification as a Carpenter, Plumber, Electrician, Sheet Metal Worker, or Bricklayer, recognized in Alberta;
OR

A two‑year diploma in Building Technology, Engineering Technology, Architectural Technology, or a related field recognized in Canada;
OR
A degree in Engineering, Architecture, or a related discipline recognized in Canada
Registered Safety Codes Officer – Building Discipline in the Province of Alberta, certified by the Safety Codes Council, including:
Residential
Part * – Buildings
Part 3 – Buildings
HVAC (All Disciplines)
Minimum three (3) years of progressively responsible experience in the building and construction field, preferably in a regulatory, inspection, or Safety Codes enforcement role
Demonstrated experience reviewing and interpreting building permit applications, plans, and specifications for compliance with applicable codes, regulations, and standards
Experience conducting field inspections on residential and commercial construction projects
Working knowledge of the Alberta Building Code, Safety Codes Act, and related regulations and municipal bylaws
Ability to communicate technical and regulatory information clearly and professionally to builders, contractors, designers, and the public
Valid Alberta Class 5 Driver’s License

Preferred / Considered an Asset:
Experience working in a municipal or other public‑sector regulatory environment

Experience using electronic permitting, inspection, and records management systems (e.g., CityView or similar)

Additional Safety Codes Officer certifications beyond the building discipline

Ongoing professional development related to building codes, inspection practices, or regulatory enforcement

Experience managing multiple files and priorities while meeting legislated timelines and service standards

An equivalent combination of education, training, and experience may be considered.

Salary & Benefits:

Pay Range- $49.96 to $52.73 per hour to start. Compensation will be calculated based on the successful candidate’s related work experience and education
