Primary objective
Lead and manage the delivery of integrated patient logistics and transport services across Central Australia and the Barkly region, including
the Patient Assistance Travel Scheme (PATS), Ground Transport Services and regional Fleet Asset Management. Operating within the
TLW, the position provides operational leadership, workforce management and strategic oversight across complex regional transport
operations. Position operates under a 7 day shift roster.

Key duties and responsibilities
1. Lead and manage the delivery of PATS, Ground Transport and Fleet operations across Central Australia and the Barkly.
2. Provide leadership, supervision and performance management for staff, including workforce planning, recruitment, capability

development and service performance.
3. Exercise delegated authority for patient travel approvals, including management of complex and out-of-policy matters in accordance

with financial delegations and policy.
4. Manage operational budgets, authorise expenditure, monitor financial performance and ensure value for money in service delivery.
5. Oversee contractual and service arrangements with transport, accommodation and service providers, including monitoring

performance and service improvement.
6. Coordinate transport services to support patient flow, discharge planning, clinical scheduling and hospital demand.
7. Provide high-level advice, reporting, briefings and recommendations including operational redesign and change management to senior

executives and key stakeholders.
8. Manage complex complaints, sensitive matters and operational risks, including investigation, resolution and escalation where required.
9. Build and maintain productive relationships with internal and external stakeholders, including clinical services, remote health services,

accommodation providers and partner agencies.
10. Ensure compliance with relevant legislation, NT Government policies, financial frameworks, privacy requirements and public sector

standards.

Selection criteria
Essential
1. Demonstrated experience leading and managing operational service delivery functions, including workforce leadership, performance

management and service improvement.
2. Proven ability to manage complex and competing priorities, exercise sound judgement and make effective decisions in high-pressure

environments.
3. Demonstrated experience in transport logistics, patient travel, health service operations, fleet management, or other complex service

delivery environments.
4. Knowledge of governance, compliance and operational risk management, including policy and procedure implementation.
5. Demonstrated ability to develop and maintain effective stakeholder relationships across multidisciplinary teams, service providers and

external partners.
6. Highly developed written and verbal communication skills, including the ability to prepare reports, briefings and operational advice.
7. Demonstrated ability to identify opportunities for continuous improvement and lead change initiatives.
8. Strong problem-solving, negotiation and interpersonal skills, including the ability to manage sensitive and complex matters.

Desirable
1. Experience in health service logistics, patient travel coordination or public sector service delivery.
2. Knowledge of remote service delivery environments and the challenges associated with service provision across regional and remote

communities.
