JOB SUMMARY:

The Construction Manager is responsible for the construction management and/or inspection of projects.

This role will oversee and allocate resources for any number of construction projects. Essential functions of this role include but are not limited to administrative management/ management-assistance throughout construction, constructability reviews, cost estimating, review and monitoring of construction methods and schedules provided by successful bidders, and QA/QC construction monitoring.

Pre-construction

ESSENTIAL DUTIES:
• Review design documents at the Design Development Phase.
• May make recommendations to Municipalities and Design Engineers regarding constructability, scheduling, and time of construction as to clarity, consistency, and coordination of documentation relative to other planned work and as to the partitioning of the Project into contracts for various categories of the Work.

Construction Management
• Under direction of the program manager and senior construction managers, supports project leadership by performing production coordination, organizing, and budget management tasks.
• Report on construction engineering projects.
• Responsible for successful completion of assigned projects.
• Conduct site visits/field investigations as authorized and directed by the next level of management.
• Part of a multi-functional team responsible for delivering many varied projects and sub-projects in accordance with the client’s/owner’s requirements.
• Overall construction management as part of a client team with emphasis on construction delivery, logistics and handover.
• Reconcile contractor’s compliance with EHS requirements.
• Involved to ensure resources are appropriate to meet current and future commitments and to maximize opportunities.
• Assist with identifying deviances and act to ensure construction targets are met.
• Monitors and reconciles reports and schedules to ensure appropriate charging of manhours, costs and expenses to projects, and to communicate project progress/status to senior management.
• Establishes and maintains project account files on the computerized project management information system, and periodically reviews project reports for accuracy and completeness.
• Use computer programs and spreadsheets for engineering analysis and presentations.
• May monitor client billings, assists in obtaining payment from clients, and resolves client disputes, adjusting project billing records as required.
• Assist in the preparation design concepts and development project plans and specifications.
• Schedules and coordinates project meetings with the project team, regulatory agencies, the client, and others involved with the projects.
• Review and develop response to public inquiries.
• Observe and inspect the work performed by the Contractor for completion in conformance with the existing Contract Documents
• Work on Lessons Learned to include assembling information and developing clear definition of issue & how addressed.
• Learn quality management processes which includes reviews and audits.
• Review and provide comments on Developer submittals including: Management plans, Design Submittal Reviews (DSRs), Uniformity of Construction (UOC), Construction Submittal Reviews (CSRs), Traffic Control/Traffic Interruption Report (TIR) and Pay Estimate Requests (PERs).
• Develop and assemble information for various issues such as work activities, plans, schedule, and costs.
• Assist with development of Contract Change Requests (CCRs) and Supplemental Agreements (SA) which includes scope, schedule, and costs.
• Performs such other duties as the supervisor may from time to time deem necessary.

Construction /Field Inspection
• Reject any portion of the work and transmit to Oversight Agency, Municipality, Engineer and/or Contractor a Notice of Nonconforming Work when it is the opinion of Construction Manager, Oversight Agency, Municipality, or Engineer that such work does not conform to the requirements of the Contract Documents
• Document the work performed by the Contractor and prepare daily inspection reports that track labor and equipment on the job site, work in progress, work completed, discrepancies, discussions, inspections, test results, weather, and other pertinent information.
• Receive a copy of all inspection and testing reports and shall provide a copy of such reports to Engineer, Project Manager, Oversight Agency and/or Municipality unless the Engineer has specified other procedures to analyze or manage the field data.
• Establish and implement procedures for reviewing and processing requests for clarifications and interpretations of the Contract Documents by Engineer; shop drawings, samples and other submittals; contract schedule adjustments; change order proposals
• Maintain a complete set of project contract documents at the construction site office, including a copy of the approved drawings, specifications, addenda, written communications, and meeting minutes.
• Receive from the Contractor operation and maintenance manuals, warranties and guarantees for materials and equipment installed in the Project; deliver this information to County and shall provide a copy of the information to Engineer.
• Update (or redline) the Project plans daily.
• Record and catalog digital photographs of construction work in progress.
• Review survey layout, grades, elevations, and staking and notify the Contractor of any potential conflicts.
• Act as the point-of-contact (POC) for site visitors, regulators, Permitting Agency inspectors, special inspectors, utility crews and others at the construction site.
• Coordinate the issuance of construction safety equipment and apparel (i.e., identifying badges, hard hats, safety vests, etc.) to all visitors to the construction site.
• Verify that the Contractor has provided evidence that required permits, bonds, and insurance have been obtained.
• Conduct periodic orientation program on the required Health and Safety Plan and other project safety protocols at the construction site.
• Schedule full time resident engineering staff at the site when the construction or field condition assessment Contractor(s) are working, based on the construction work plans and schedules.

• Engineering and Technology — Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
• Analytical Skills: Construction managers must be good at planning for large-scale, multi-step projects.
• Time-Management: Deadlines are crucial in construction. Making sure that everything is on time and moving smoothly is a critical part of the job.
• Problem Sensitivity — The ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.
• Deductive Reasoning — The ability to apply general rules to specific problems to produce answers that make sense.
• Information Ordering — The ability to arrange things or actions in a certain order or pattern according to a specific rule or set of rules (e.g., patterns of numbers, letters, words, pictures, mathematical operations).
• English Language — Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

Required Experience

MINIMUM REQUIREMENTS:

Education And Experience
• Construction Management or Construction/Technical-related 4-Year Degree (with less than 5 years of directly related field experience)
• High school diploma/General Equivalency Diploma (with 10-15 years of directly related construction inspection experience)

Licensures, Certifications, And Registrations
• Construction Certification a plus such as the Certified Construction Manager (CCM) designation Associate Constructor (AC) or Certified Professional Constructor (CPC)

Physical Requirements
• Frequently required to stand up to eight hours or more at a time
• Required to walk in rugged conditions
• Use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear
• Occasionally required to walk; sit; climb or balance; and stoop, kneel, crouch, or crawl
• Must frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 75 pounds
• Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus

Work Environment
• This job may combine office work with some field work.
• Willingness to travel extensively to various project sites - Primarily Alabama & Georgia.
