POSITION SUMMARY

The Contracts Manager is responsible for overseeing contract and subcontract activity as directed by the Director of Contracts. This includes support for development of proposals, negotiations, award activities, file maintenance, administration, closeout, training, and compliance. The role ensures all contracting activities are conducted in accordance with applicable laws, regulations, and company policies, while supporting strategic business goals, mitigation of risks, and maintaining positive collaborative relationships with customers and partners while managing multiple priorities and projects simultaneously under tight deadlines, ensuring stakeholder expectations are managed appropriately.

The Contracts Manager will report directly to the Company Director of Contracts. The position level (Entry, Mid, Senior) will depend on the person’s time working with contracts/subcontracts and experience. The ideal candidate must be able to independently perform management and administrative tasks as outlined below.

ESSENTIAL DUTIES AND RESPONSIBILITES

Manage and administer contract documentation through the contract life cycle including proposals, negotiations, award, invoicing, modifications, general communications, and closeout.
Coordinate and lead meetings with cross-functional teams and internal/external stakeholders.
Maintain contract files in compliance with company policies and procedures.
Assists and/or takes on full responsibility of assigned contract and subcontract activities.
Develop and present internal training on contracts/subcontracts practices.
Review, negotiate, and finalize teaming and proprietary agreements through signature.
Prepare and submit subcontracts-related reports and analyses.
Collaborate with other departments to ensure the successful execution of subcontracts.
Participate in internal and customer meetings, ensuring compliance with contractual obligations and managing change control processes.
Enter and manage data using company adopted ERP systems that are subject to change over time.
Balance multiple projects and priorities under tight deadlines while managing stakeholder expectations.
Serve as the alternate point of contact in the absence of Director of Contracts.
SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.

Requirements:
EXPERIENCE REQUIREMENTS

Proven ability to manage a diverse workload spanning both contract and subcontract functions.
Proficient in Microsoft Excel, including application of basic accounting principles and calculations.
Hands-on experience interpreting and applying FAR, DFARS, other Federal Agency supplements, and commercial terms.
Demonstrated experience briefing senior leadership on program performance and contractual mattes.
PREFERRED QUALIFICATIONS

Background in federal procurement or contracting, particularly for actions exceeding $1 Million.
Direct experience with FAR Parts 15 (Contracting by Negotiation) and 30 (Cost Accounting Principles) requirements.
Direct experience in a Contractor Purchasing Systems Review (CPSR) requirements and environments.
Knowledge of and experience applying regulatory compliance under ITAR, EAR, and similar export control frameworks.

Strong written and verbal communication skills, with excellent attention to detail and organization.
Ability to tailor communication and messaging effectively across varied audiences.
Self-motivated with the ability to work independently and collaboratively across multiple levels of the organization.
Advanced critical thinking and sound judgment skills to resolve complex issues while mitigating risk.
Ability to foster and maintain strong relationships with internal stakeholders, subcontractors, and external customers.
Collaborative mindset and cross-functional coordination skills to drive timely completion of tasks.
EDUCATION REQUIREMENTS

Bachelor’s degree from an accredited institution in Business, Project Management, Engineering, or a closely related field relevant to the work performed.

EMPLOYMENT REQUIREMENTS

Due to contractual requirements must be a United States Citizen.
Must be able to pass an initial background check.
Must be able to obtain and maintain an active Department of Defense security clearance. Employee/selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information (as required).
Required to communicate in English.
The ability to travel to installation sites to install and troubleshoot systems.

PHYSICAL REQUIREMENTS

Candidate must be able to work in small-confined spaces (simulator cockpits).
Typically, employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives.
Additional skills may be required to perform additional task(s) specific to work location, department or line of business.
WORK ENVIRONMENT

Work is primarily performed in an office environment consisting of offices and cubicles with low to moderate noise and bright or dim lighting. The work is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as external customers.
