Te Whiwhinga mahi | The opportunity

We are looking for a Senior Intelligence Analyst to join our close-knit Regulatory Intelligence & Risk team. You will lead your own regulatory Intelligence work, supported by Principal Intelligence Analysts and the Manager, and working collaboratively with our Intelligence Analysts to ensure the success of the team and wider organisation. This work includes the production of high-quality Intelligence products via engagement with customers, the collection of information (including undertaking proactive environmental scanning), undertaking analysis that applies best practice analytical and structured assessment techniques, and assessing the likelihood and consequence of threats, risks and issues to the Regulatory Land Transport System.

In addition to this, you'll work with the I&R Manager and Principal Analysts to develop our ways of working, support our Intelligence Analysts to build their capability, and be a key point of coordination for information between our team and other groups within NZTA and the NZIC. Responsibilities include:

Partner proactively with key stakeholders to scope and develop incoming requests for Intelligence work
Develop the product management plan for delivery of Intelligence products (strategic, operational and tactical)
Lead systematic engagement and information collection (with Intelligence sources (SANDA) and via structured Requests for Information) in alignment with New Zealand Intelligence Community policies and guidelines across NZTA, the rest of government, and other NZ and overseas sources
Proactive lead environment scanning for threats, risks and issues relating to our regulation of the Land Transport System
Produce and deliver Intelligence products to the agreed scope, time, and quality.
We are looking for someone who has a solid understanding of Intelligence tradecraft and some proven Intelligence experience, who is able to apply the practices of the Intelligence paradigm to our regulatory environment. We are seeking to appoint at a salary between $109,408 and $145,876 commensurate to skills and experience.

Experience of the application of structured Intelligence techniques
Sound experience identifying and assessing threats, risks and issues
Exceptional written and verbal communication skills, driving Intelligence-based decision making
An ability to build intentional relationships and work collaboratively with others
A track record of delivery from your previous roles
You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Maori and promote tikanga and Te Reo Maori. You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.
The following would also be an advantage:

A relevant qualification
Knowledge of the Land Transport System and/or regulation
A security clearance is required, to at least Secret level. It is expected the holder of this roe will be privy to classified information from time to time and understands the New Zealand governments classification system and how to maintain information in line with current policies and requirements.
