PURPOSE: Reporting to the Quality Assurance Director, the Court Coordinator will have the authority and be responsible to support in all aspects of Child Welfare involvement; participate in Child Family Community Services Act court proceedings as necessary to ensure the rights of Cowichan Peoples and the child/youth are upheld across Sts'ilh Stuhw tu Smun'eem' Child and Family Services. This position provides coordination and administrative support to court proceedings, and liaises with the judiciary, legal counsel, sheriffs and Cowichan Tribes Citizen’s, evaluating and approving critical court applications, managing key court processes and ensuring compliance with legislation, supporting and providing clear guidance to Cowichan citizen’s and legal professionals. Cowichan Tribes is moving into a direction of self-governance. In this process, job titles and job descriptions may expand to take on more responsibilities to align with the evolving direction. This is a full-time permanent position required to work in the office, in the community, with minimal travel.

COMPENSATION AND BENEFITS: Cowichan Tribes offers an excellent benefit and pension plan available after successful completion of the probationary period. The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position starts at $36.14 – $38.34 per hour ($65,778.22 - $6+,776.51 annually).

RESPONSIBILITIES:

· To support the transfer of court files under the Child Family Community Services Act (CFCSA) to Snuw'uy'ulhtst tu Quw'utsun Mustimuhw 'u tu Shhw'a'luqw'a' 'i Smun'eem - Laws of the Cowichan People for Families and Children through coordinating, liaising with court staff and social workers and working under relevant policies and practice guidelines.

· Liaise and collaborate with Ministry of Child and Family Development (MCFD) social workers, Director’s counsel, Stsi’elh stuhw tu Smun’eem (STS) Quality Assurance Director and Ts’uwtun social workers and Stsi’elh stuhw tu Smun’eem (STS) Legal counsel.

· To support and coordinate the implementation of the court processes under Snuw'uy'ulhtst tu Quw'utsun Mustimuhw 'u tu Shhw'a'luqw'a' 'i Smun'eem - Laws of the Cowichan People for Families and Children.

· Receive services of court notices as legislated under the CFCSA on behalf of the Cowichan Tribes; participate in all relevant court hearings to ensure the cultural and foundational rights of the child/youth are protected and considered.

· To support the development and transfer of court files under the CFCSA to Cowichan Law through coordinating, liaising with court staff and Social Workers, and working under relevant policies and practice guidelines

· Develops processes and forms to support the transfer of legal authority and engages families and Smun’eem to reach a resolution.

· Liaise and collaborate with MCFD Social Workers, Director’s counsel, STS Quality Assurance Director and Ts’uwtun social workers and STS Legal counsel.

· Participate in family meetings, case planning meetings and court related case conferences contested hearings, mediations and trials primarily in the local registry jurisdiction

· Ensure the child/youth is connected to culture, family, and their rights are supported by the court plan of care

· Manage electronic and physical documents, Data enter a variety of documents such as correspondence, reports and court documents

· Maintain knowledge of current and new legislation that pertains to all aspects of the Court process

· Participate in a variety of internal and external committees and working groups as directed

· Update Quality Assurance Director of emerging trends and outcomes.

· Working with Restorative Justice, Sul-hween Committee, Smun-eem Blanketing Committee and Sul-hween Harmony Restoring Advisory

· (SHRA) to assist Cowichan Tribes, in a manner that recognizes the self-determination, Snuw’uy’ulh, culture, traditions and customary practices of Cowichan Tribes

· Council may appoint a person as the Independent Representative to provide monitoring, oversight, support and advocacy for Smun’eem and their families respecting the implementation and application of the LAW and the provision of Child and Family Services under this LAW

· The Sul-hween Committee will provide advice to the CEO and consult with Cowichan Tribes Families to assist in finding the least disruptive support service for Families.

· The Smun’eem Blanketing Committee will act as an advisory body as required and will meet as needed.

· Other related duties as required

EDUCATION AND EXPERIENCE: (please attach all required documents)

· Bachelor of Child & Youth Care, Social Work or other related fields of study; a diploma in a related field combined with experience may be considered.

· Two years criminology or direct related work and lived experience.

· Experience working in a First Nations community is preferred, and a willingness to learn about culture, customs and traditions of Cowichan People.

· Vulnerable sector CRC required.

· Must be able to travel. A class 5 driver's license is a requirement for this position.

KNOWLEDGE, SKILLS, AND ABILITIES:

· Knowledge of Snuw'uy'ulhtst tu Quw'utsun Mustimuhw 'u tu Shhw'a'luqw'a' 'i Smun'eem - Laws of the Cowichan People for Families and Children and other relevant laws and policies

· Knowledge of Cowichan Tribes cultural protocols, as well as the organization’s internal departments and programs

· Knowledge of Child Family Community Services Act (CFCSA)/Family Law/Youth Justice an asset

· Knowledge of legal agencies and Justice processes in British Columbia

· Organizational and file management skills

· Ability to multi-task

· Ability to build relationship with community and stakeholders

· Excellent written and oral communication skills

· Knowledge of Microsoft word, excel, and database management systems

· Ability to deal with high- conflict and emotionally charged situations
